The Guidelines for HIV/AIDS Interventions in Emergency Settings have been developed by the Inter-Agency Standing Committee (IASC) Task force on HIV/AIDS in Emergency Settings to respond to the growing concern for the development of a more specific response to HIV/AIDS in crises.

The purpose of these Guidelines is to enable governments and cooperating agencies, including UN Agencies and NGOs, to deliver the minimum required multi-sectoral response to HIV/AIDS during the early phase of a crisis. UNFPA in partnership with fourteen other agencies (UN and international NGOs) has made substantial contributions towards the development of the Guidelines.
