UNFPA Country Office (CO) is seeking an individual consultant or consultancy company to support its Maternal and Neonatal Mortality Reduction Project in Bioko Norte and Kie Ntem regions, funded by Noble Energy company, in its Monitoring & Evaluation component, namely to conduct the project baseline study.

The purpose of Monitoring & Evaluation (M&E), along the course of the project, is to develop and support a substantive quality assurance framework for the work of the project. The baseline study is a key element to ensure this. The baseline study is intended to provide programme staff with detailed baseline data on key project indicators to be measured over the course of the project. The data collected will be both qualitative and quantitative in nature.

The objective of this consultancy is to provide UNFPA Noble Energy project team with a key tool for the project’ M&E, in order to ensure quality of the project, accuracy of the subsequent analysis undertaken, and accuracy on the progress data provided to the Donor, the Government of Equatorial Guinea and other parties.

The baseline study will focus on baseline data collection for a set of indicators outlined in the project Logical Framework and Results Matrix. The baseline study report will be used as a measurement to monitor the project progress against the set of indicators over the course of the project implementation.

Requirements and Qualifications:

For Individual Consultants:

  • Post-graduate University Degree or equivalent (preferably PhD) in M&E, statistics, health, epidemiology or substantive area;
  • 10 years of increasingly responsible professional experience in substantive area;
  • Minimum 5 years applied experience in research and design of baseline studies, or Monitoring & Evaluation;
  • Proven quantitative and qualitative research skills;
  • Demonstrated expertise in substantive area, ideally in reproductive, maternal and neonatal health;
  • Experience in similar M&E & baseline studies work (desirable);
  • Knowledge of Equatorial Guinea health context is an asset;
  • Fluency in oral and written Spanish and English/French (desirable);
  • Excellent interpersonal and communication skills;
  • Good planning and organisational skills.

For Companies:

  • Should be an accredited and registered professional company, and must have on its team:
  1. At least one M&E expert (at PhD level, 10+ professional experience for the Team Leader);
  2. Experienced researchers with minimum 5 years applied experience in research and design of baseline studies, or Monitoring & Evaluation, and proven quantitative and qualitative research skills (desirable);
  • Sound portfolio and experience in the substantive area, including strong background in baseline studies, or Monitoring & Evaluation methodologies;
  • Demonstrated expertise in substantive area, ideally in reproductive, maternal and neonatal health;
  • Experience in similar M&E & baseline studies work (desirable);
  • Knowledge of Equatorial Guinea health context is an asset;
  • Fluency in oral and written Spanish and English/French;
  • Excellent interpersonal and communication skills;
  • Good planning and organisational skills.
