Position Summary:
The Chief, Finance Branch, is located in the Finance Branch of the Division for Management Services, and reports directly to the Director, DMS.
Job Purpose
Under the supervision of the Director of DMS, the Chief, Finance Branch oversees the Accounts Section and the Data Management Unit.
The Finance Branch is responsible for global financial management and accounting; ensuring the integrity and authenticity of the financial records of UNFPA; issuance of management and statutory reports; support to and monitoring of field offices on all financial and accounting matters; treasury services; management of corporate accounts and the continuous development of corporate financial policies and guidance. The Branch plays a key role in the custody and oversight over appropriate use of financial resources, monitoring of expenses, initiating improvements efforts in areas of financial operations and the strengthening of ongoing compliance with the International Public Sector Accounting Standards (IPSAS). The role is especially challenging given the nature of the decentralized organization and because activities are conducted in very challenging environments. The Chief of the Finance Branch establishes the work priorities and plans of the Branch and leads staff to their accomplishment.
Requirements and Qualification:
Education:
• Advanced university degree in accounting or financial management. A first level university degree combined with a recognized accounting designation (CA, CPA) may be acceptable in lieu of the advanced university degree.
Knowledge and Experience:
• 15 years of experience in related field;
• Specialized knowledge of accounting in an IPSAS or IFRS environment with several years of experience in producing financial statements and notes;
• Exposure to UN system, ERP systems (preferably PeopleSoft/Oracle) and external donor reporting is desirable.
• ICF knowledge and experience an asset
• Excellent communication skills.
• Excellent analytical skills to define systematic problems and recommend plans of action, new policies and procedures
Languages:
• Fluency in English required. Working knowledge of a second UN official language is desirable.
