Job Summary

The post of Chief, Investigations Branch, is located in the Investigations Branch which is a part of the Office of Audit and Investigation Services (OAIS). The position is located in the UNFPA Headquarters in New York.

Job Purpose

The Office of Audit and Investigation Services (OAIS) is an operationally independent office at UNFPA, and reports to the Executive Director of UNFPA. The Office is responsible for supporting the achievement of the objectives of UNFPA by contributing to the improvement of its operations, risk management and results through internal audit and investigation services.

OAIS is the sole entity at UNFPA mandated to conduct independent investigations into allegations of all types of wrongdoing, including those of sexual exploitation and abuse, and of harassment (work/sexual) and abuse of authority), involving personnel or entities in a contractual relationship with UNFPA.

The Chief, Investigation Branch, reports to and works under the overall guidance of the Director, OAIS. The Chief assists the Director, OAIS in providing leadership in the area of investigations, including: managing the investigation function; developing and implementing guidelines and practices for the conduct of investigations, ensuring proper application of due process principles; contributing to strengthening the Organization’s efforts to address non-compliance; assists Management in developing and implementing prevention and detection policies; and conducting investigations in high priority and complex cases. The Chief is overall accountable for the results of the Investigations Branch.

OAIS performs its investigation work in accordance with the provisions of the UNFPA Policies and Procedures Manual, the Oversight Policy, the Policy for Vendor Review and Sanctions, the Charter of the Office of Audit and Investigation Services (OAIS Charter) and the Uniform Guidelines for Investigations.

The investigation team is comprised of a Chief, five investigators and an investigation assistant, augmented with several investigation consultants. The OAIS data analyst is shared with the Internal Audit Branch in OAIS.

The Chief will interact as necessary with the Chiefs, Internal Audit Branch in OAIS.

Education: 

Advanced university degree in law, criminology or closely related fields. (A first level university degree with a combination of significant relevant education, professional certification(s), training and experience in the field of investigations may be accepted in lieu of an advanced degree).

Formal training and/or certification in law enforcement methodologies, an asset. Admission to the Bar, an asset; Certified Fraud Examiner (CFE), highly desirable.

Knowledge and Experience:

At least 10 years of progressively responsible professional experience in investigatory work, with a proven track record in planning, leading and executing investigations as well as several years of experience in managing multi-disciplinary investigation teams.

Demonstrated experience in investigating white-collar crime and coordinating investigations; demonstrated experience in investigating sexual exploitation and abuse, as well as harassment (work/sexual) and abuse of authority.

Knowledge of the law of the international civil service as it relates to investigations, highly desirable. Previous experience in the conduct of investigations with a UN or multilateral organization, an asset.

Experience in developing countries; of investigation in the public sector, including prosecutor or ‘juge d'instruction’ similar function, desirable.
