Position summary:

The objectives of the Division of Communications and Strategic Partnerships (DCS) are:

• To sustain and increase public awareness of ICPD and UNFPA’s work by fostering relations with donors, civil society and other partners, and provide public information about the Fund using new communication technologies and social media;

• To secure financial resources necessary to sustain UNFPA’s operations for ICPD;

• To lead and develop organization-wide efforts and initiatives to forge new and strategic partnerships to mobilize quality resources for UNFPA’s operations;

• To lead UNFPA’s response to the changing environment for resource mobilization and partnerships;

• To contribute to the development of new UNFPA policies and strategies as they relate to the support of traditional donors, emerging and new donors, the civil society and the private sector;

• To ensure that information within the Fund is communicated among all levels of the organization and regions in a consistent and timely manner;

• To ensure proper and effective management of the Division’s operations.

• To improve engagement with Republic Of Korea (ROK) stakeholders in particular, UNFPA seeks to establish a dedicated resource to improve and manage ROK based relationships. S/He will report to the Director of DCS.

Under the leadership of the Director, and in collaboration with the Resources Mobilization and Strategic Partnerships Branches (RMB and SPB), the Chief, Seoul Office is responsible for representing UNFPA in the ROK, establishing, growing and managing relationships with the ROK government, civil society organizations, parliamentarians, media, academia and private sector partners in the Republic of Korea.

Job Purpose:

The Chief, Seoul Office will be responsible for increasing visibility, policy and financial support for the UNFPA mandate and agenda in the ROK:

- Engaging at a high level across all sectors – in particular facilitating relations between the Executive Director and top ROK decision makers;

- Understand ROK culture and norms;

- Use resources strategically to develop a limited number of partnerships to deliver on organizational priority areas (to avoid overextending);

- Engage at a deep political and sufficient technical level with government – grow UNFPA/ ROK government from a resource mobilization relationship to a strategic partnership type relationship (i.e. jointly strategizing on upcoming issues and opportunities);

Requirements:

Qualifications and Experience

Education: Advanced University Degree in International Development or Public Management or another related field.

Knowledge and Experience:

 10 years of progressively relevant experience at the international and national level. Experience in the field of population and development desirable.

 Credibility and knowledge of the development frameworks, processes and dynamics as well as key development stakeholders in the Republic of Korea across the areas of philanthropy, private sector, multilateral and bilateral donors and civil society as well as Government;

 Experience in resource mobilization;

 Experience in building public - private sector partnerships from the private sector an asset.

 Excellent drafting skills in English.

Languages:

 Fluency in English.  

 Knowledge of Korean an advantage.
