Purpose of consultancy: Development of National Population Policy

 

Scope of work (Description of services, activities, or outputs):  The Consultant will be the Chief Expert responsible for the development of the National Population Policy, under the guidance of the Director General of Social Sectors. He will be leading the national population team, responsible for their capacity building and task distribution. He will also lead the interviewing and hiring of national researchers to assist with the project. He will develop a road map with its goals, a detailed plan of action with outputs, milestones, indicators, timeline and estimated budget breakdown, and ensure that all stakeholders are actively involved, all population groups, with a focus on those most marginalized including adolescents girls, women, people with special needs and elderly, are taken into consideration and included based on qualitative and quantitative evidence generated. The expert is also expected to report and present on the development progress of the project and facilitate stakeholder meetings.  

 

Duration and working schedule: 8-11 months in country

 

Place where services are to be delivered: Oman

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):          01 December 2019 – Final draft document with references and annexes as electronic copy

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline: Monthly update reports of achievements (not merely activities) and progress made according to agreed timeline. In addition, deliverables as agreed in the terms of reference.

 

Supervisory arrangements:          UNFPA – Programme Analyst / Government – Director General

 

Expected travel: March 2019

 

Required expertise, qualifications and competencies, including language requirements:    

Minimum 15 years of relevant experience in Population Policy Planning and Development, including Sustainable and Social Development, Family Affairs, Gender, Health and SRH&R, Education and Youth. Familiar with UNFPA’s mandate and acquainted with the ICPD Plan of Action as well as the SDGs and their interlinkages. Experienced team leader and facilitator with a holistic and innovative mind-set focused on Strategic Planning, Monitoring and Evaluation and efficient use of resources that can steer the management of institutions and structures responsible for the implementation of the population policy to be complementing each other and aware of their respective roles and responsibilities. Expert must be fluent in Arabic (speaking, reading and writing) and preferably has very good to fluent English knowledge. 

 

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable: Services provided include an attractive package, based on UN Rules & Regulations, of consultancy fees, daily subsistence allowance, accommodation, domestic transportation (subject to availability), office space and equipment.
