Purpose of consultancy

The Haitian Institute of Statistics and Information (IHSI) is currently pursuing the preparatory technical work for the implementation of the Fifth General Housing and Population Census.

The design, organization and implementation of such an operation will require significant human, material and financial resources and result in the installation of a highly sophisticated IT infrastructure.

In order to ensure the success of the project, it is important that the entire population, in all its components, be well informed of the process in order to participate and cooperate. In this sense, the IHSI is recruiting an International Communications Consultant who will work under the direct supervision of the Census Chief Technical Adviser (CTA) and support the project’s management.

Scope of Work:

The communication consultant will:

• conduct environmental scanning on all communication media and existing technical support

• Coordinate communication campaigns with international practices and harmonize key messages with international donors.

• Support the IHSI in the management of media relations with the national and international press

• Support the IHSI, the National Consultant and a National Communications firm to develop and finalize communication plans

• Identify, produce an analyze the most effective communication channels, communication key messages, as well as specific communication activities

• Guide the IHSI on good international communication practices

• Contribute to the development of communication materials and training tools

• Ensure good international practices and standards for communication

• Develop and document best practices in awareness and communication and make recommendations for their implementation.

Duration and Working Schedule: 

Consultation is planned for 6 months, spread over 12 months. The mission will have to commence with effect from March 1, 2018.

Place where services are to be delivered: 

The international Communications Consultant will be based at the offices of the IHSI in Port-au-Prince, Haiti.

Delivery dates:

All expected reports will be required in both hard and soft copy. A final report is due within 2 weeks after completion of assignment. 

Monitoring and progress

The consultant will liaise closely and have all communications/materials produced cleared with the Census CTA and IHSI Management.

Supervisory arrangements:

The consultant will report directly to the Census CTA, with the overall supervision of the UNFPA Representative and the IHSI Management.

Qualifications:

• Masters Degree in the field of Communication and/or Social Sciences

• Experience in communicating for at least one census in a developing country desired

• Experience with development partners is an asset

• Knowledge of current developments in the areas of communication and media (social)

• Experience in strategic communication planning, social analysis, participatory research and evaluation of Communication

• Excellent IT and multimedia capabilities

• Language: Fluent French, English desirable
