The Office of Audit and Investigation Services (OAIS) is mandated to conduct investigations into all allegations of wrongdoing, committed either by staff (including those of work place and sexual harassment, abuse of authority, and sexual exploitation and abuse), or by independent contractors, implementing partners and other third parties, to the detriment of UNFPA. The consultant is required to assist with investigations conducted by the Investigations Branch in OAIS. This call is both for opportunities for 2021 and for building the roster for future needs.
Do you have experience with:
- Reviewing citations to evidence in footnotes of investigation reports and other documents, and ensuring they are accurate and complete, as part of the quality assurance review of investigation reports;
- Providing proofreading and editorial services, including ensuring compliance with the editing standards of the United Nations and relevant templates, inter alia, as part of the quality assurance review of investigation reports;
- Assisting in drafting documents and communications with respect to cases under investigation;
- Assisting in the conduct of interviews with subjects, complainants or witness;
- Assisting in identifying, collating and analyzing potential evidence; and
- Carrying out legal research and preparing first draft legal opinion memos on matters relating to the investigative process, in light of the jurisprudence of the United Nations Dispute Tribunal and the United Nations Appeals Tribunal.
Duration: Up to 31 December 2021. Roster: as the need arises. No expectancy of renewal.
Required Qualifications and Experience:
- Advanced university degree in law; first level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advanced degree.
- A minimum of one (1) year of relevant professional experience.
- Experience with international investigations in the UN context highly desirable.
- Excellent drafting skills.
- Field experience is an advantage.
- Fluency in English is required.
- Working knowledge of other official UN languages desired.
