A dedicated programme support is required to achieve results in a timely manner in 2020, including continued progress against Global Intervention Action plan indicators (Strategic Plan 2018-2021). This support will be critical in tracking, following up on, and contributing to the performance analysis of Global and Regional Interventions. In addition, this consultancy will take on additional substantive work relating to the Mid-term Review of the Strategic Plan process, particularly the Mid-term Review of Global and Regional Interventions as an integral part of the entire review process. The consultant will be used in a polled manner to support, as and when required, the work of other branches in PSD and that of the Directorate, specifically as may be required in the context of the mid-term review of the strategic plan.

Job Purpose:

UNFPA Strategic Plan, 2018-2021, seeks to advance three transformative results in all contexts of operations, which are institutional contributions to the achievement of the 2030 Agenda and the Sustainable Development Goals. The organization is in process of monitoring the performance of its strategic frameworks and targeted results, identifying gaps and opportunities for acceleration of progress and making required adjustments.

Within this context, consultancy continues to build on progress made in the mid-term review process of the Strategic Plan, including the mid-term review of the Global and Regional Interventions.

 

Specifically you would be responsible for:

  • Support in overall coordination of the mid-term review of Global and Regional Interventions;
  • Contribution to the preparation of the GRI annual review and planning meeting (ARP);
  • Prepare information and/or briefs, summaries and background documentation required for the mid-term review process and performance of global and regional interventions;
  • Review and analyze GRI units reports and progress performance data;
  • Support with aggregation of units’ reported data and preparation of infographics of 2018-2019 overall achievements for the GRI MTR Annex development and its glossy report;
  • Monitor GRIs budget expenditures and prepare an analysis of budgetary compliance of units against initial allocations per SP outcomes;
  • Participate in the development of analytical and thematic papers as may be required in the context of the mid-term review of the Strategic Plan;
  • Gather and compile data and information for the preparation of documents, guidelines and position papers using website or content searches by selected themes;
  • Periodically review the progress status of PSD Branches that are part of the GRI and provide support in making required adjustments in the systems e,g, workplan revisions, budget revisions, etc.;
  • Support with administrative and logistical arrangements for the events/informal consultations organized as part of the mid-term review process;
  • Ensure optimal communication flows with other organizational divisions/country offices/units and external counterparts, through effective use of written, verbal and electronic communication, organize audio and video conferences;
  • Contribute to the development of guidance, concept notes;
  • Handle and maintain policy, confidential and general management files including all correspondences, assist in archiving and maintaining up-to-date electronic mailing lists;
  • Assist in the preparation and servicing of conferences/ workshops/meetings, webinars including preparation of documents and presentations;
  • Engage Regional Offices and HQ units that are part of the global interventions on any issues relating to global and regional interventions overall management and performance oversight;
  • Support in the full roll out of the RBM Seal Initiative;
  •   Perform any other tasks assigned by the PSD Directorate

Knowledge and Experience:

  • Advanced university degree (M.A.) in social sciences, humanitarian practice, international development, or related discipline;
  • At least 3 years of experience in programme and or/administrative functions;
  • Strong skills in data analysis and infographics;
  • Familiarity and experience of work with international cooperation organizations, UN and development area of work is an advantage;
  • Good writing and communication skills;
  • Fluency in English, working knowledge of other official UN languages, preferably French or Spanish, is desirable.
