The Change Management Secretariat acts as a governance mechanism, working under the DED-M to ensure the substantive and operational coherence of the various change management initiatives and processes within UNFPA, coordinating and supporting change management processes such as: : Aligning Headquarters/Regional Office/ Country Office Functions; The Comprehensive Resources Review; the Information and Communications Technologies transformation and the UN Reform. The CMS ensures consistency during a period of transition to continue improving UNFPA’s business model in light of the new Strategic Plan, the QCPR and various UN Reform initiatives.

 

The complexity/scale of the Change Management Agenda requires a best practice governance structure and a small dedicated team to support alignment processes, monitor further development and implementation of initiatives, guided by the Executive Committee and a Change Management Steering Committee accompanied by timely monitoring and reporting to senior management and other oversight UNFPA units as appropriate.   Within this context, the Institutional Transformation Consultant will provide research, M&E and operational support to UNFPA initiatives related to change management facilitated by the Change Management Secretariat.

You would be responsible for:

  • Performing research assistance duties including bibliographic and database searches;
  • Documenting knowledge about current and emerging change management issues by analyzing programme, projects, strategies, approaches, and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and change implementation planning;
  • Drafting contributions to reports, minutes, papers, notes and other documents;
  • Providing background information and content on ongoing processes for presentations for meetings with internal and external partners on different aspects of institutional change;
  • Contributing to the preparation of monitoring components of the Change Management operational plans working with the head and the team.
  • Coordinating and providing input for the development of monitoring and evaluation components for Change Management with clear activities, roles and responsibilities;
  • In collaboration with Change Management Implementation Officer, monitoring day-to-day change management implementation and analyzing progress;
  • Participating in change management progress review, drafting review reports;
  • Utilizing information obtained in such reviews as an input for the team and senior management decision making;
  • Providing input to development of tools to support coordination of various working groups and task forces;
  • Contributing with substantive inputs to communication materials to internal and external audiences.
  • Preparing documentation and presentations for meetings with internal and external partners on relevant aspects of Change Management process;
  • Contributing input to routine reports on Change Management;
  • Maintaining and updating project files, including project progress reports, work plans and budgets in compliance with guidelines;
  • Any other duties as assigned by supervisor.

Required Qualifications and Experience

  • Advanced university degree in business administration, international affairs, public management or equivalent area;
  • 2  years of relevant experience in multilateral organizations or public institutions;
  • Previous experience in the UN an advantage;
  • Master’s degree in business administration, public administration, international affairs, management, social sciences, public health or other related field;
  • Strong analytical skills and data competencies and visual presentation;
  • Ability to collect, structure, curate, process and analyze data, including identifying trends
  • Ability to think logically and work with attention to detail;
  • Initiative, sound judgment and demonstrated ability to work harmoniously with IDWGs, and colleagues from different national and cultural backgrounds;
  • Fluency in English required, knowledge of an additional UN language an asset;
  • Strong interpersonal and organizational skills;
  • Computer literacy - Word, Excel, Power-point, etc.;
  • Good knowledge of Atlas / Peoplesoft;
  • Good writing and communication skills;
  • Proficiency in English required. Knowledge of an additional UN language an asset.
