Position Summary:

The International Programme Coordinator plays a leadership role with the programme team in the UNFPA Country Office (CO). S/He ensures results based management of the overall country programme and projects, champions programme and operation integration at the all levels, and supports the UNFPA Representative to conduct policy advocacy. S/He also establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues and to facilitate programme delivery. S/he will also coordinate the implementation of the HR Realignment recommendations.

The incumbent will cover the Deputy Representative/Head of Programmes responsibilities and will further provide much needed coordination support as the Country Office awaits the outcome of the HR realignment mission.

Scope of Work:

Specific tasks include programme coordination, national capacity development, partnerships and advocacy, and resource management.

Programme Coordination

  • Provides technical and managerial leadership support for the implementation of country programmes and delivery of day-to-day programme activities to ensure prompt and adequate delivery of results;
  • Ensures effective use of resources and compliance with UNFPA rules, policies, and procedures as well as donor/fund requirements;
  • Identifies areas that may require improvement and captures best practices/lessons learned, using corporate monitoring tools. Takes action to improve areas of weakness;
  • Oversees the establishment of an effective monitoring system for the delivery of programme results;
  • Finalizes the preparation of quarterly and annual progress reports and donor reports and organizes progress reviews as necessary;
  • Responsible for the timely preparation and quality control of all work plans and all substantive technical reports, briefs and required documents;
  • Lead the development of the output document of the 8th Country Programme (CP8) in line with the relevant guidelines;
  • Ensures timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners;
  • Supports the review and evaluation of the Country Programme in line with the strategic plan, liaising with the Regional Office (RO) technical and programme teams;
  • Consults with Government, civil society and other relevant stakeholders on national priorities.

National Capacity Development

  • Provides day-to-day technical support to the Implementing Partners in the thematic areas of Population and Development, Reproductive Health, and Gender;
  • Creates knowledge by evaluating on-going programmes and projects, documents lessons learned, best practices and replicable strategies and actively shares and applies this knowledge;
  • Provides timely advice on programmatic areas;
  • Provides UNFPA staff with technical advice, training, and capacity development initiatives;
  • Implements and monitors the UNFPA accountability framework for the National Execution of the UNFPA Country Programme.

Partnerships and Advocacy

  • Maintains a continuous flow of information with government and donors, and pursues innovative ways to maintain and create new partnerships;
  • Uses data to facilitate policy dialogue at all levels for the integration of ICPD POA, especially in the areas of health and population.

Resource Management

  • Supports the Representative in the management of UNFPA human and financial resources; 
  • Contributes to resource mobilization by analyzing information on potential donors, and preparing substantive briefs and project proposals in line with donor priorities;
  • Establishes and maintains relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation and resource mobilization;
  • Develops and guides an integrated and systems approach to the work of the office;
  • Establishes and maintains a harmonious working environment and seeks to strengthen team-building by encouraging active participation and interaction at all levels;
  • Fosters staff motivation, development and empowerment;
  • Carries out any other duties as may be requested by UNFPA Representative.

Expected Results

  • Improved quality of all substantive technical reports, proposals, briefs and documents;
  • CP8 Output document available;
  • 2019 Annual Work Plans (AWPs) available by December 2019.

Monitoring and Progress Reporting

  • The Consultant will develop a six work plan (with results and indicators) based on the CO work plan and the programme implementation acceleration.  
  • A monthly progress report will be produced and will be due between the 1st and 5th of the following month and submitted for validation to the Representative.

Supervision

The Officer will be under the overall supervision of the UNFPA Representative.

Internal Relations: On a daily basis, s/he will be work closely with the programme and operation teams to facilitate smooth progress of programme implementation.

External Relations: Government Ministries, Departments and Agencies, Relevant UN agencies and Donors

Place where services are to be delivered:  Dakar, Sénégal

Duration and working schedule:  6 months (1 August 2018 to 31 January 2019)

Qualifications and Experience:

Education:

  • Advanced University Degree in either public health, medicine, sociology, gender international relations, international development, public administration, management or any other related field.

 Knowledge and Experience:

  • 7 years of increasingly responsible professional experience in development work;
  • Substantive knowledge and practical experience in sexual and reproductive health, youth and gender programming;
  • Strong track record of technical leadership, and proven ability to produce demonstrable results;
  • Proven ability to lead and manage teams to achieve demonstrable results;
  • Experience in technical capacity building or training in developing countries as well as working in fragile and humanitarian contexts;
  • Demonstrated ability to work with governments, the academia and development community;
  • Excellent communication skills in speaking and writing in French, English proficiency level;
  • Proficiency in current office software applications;
  • Field experience is a strong asset.
