Consultant provides operational and analytical support to a number of strategic initiatives managed by Policy and Strategy Division. He/she supports integration of the results of academic research into operational plans, organization of evidence-based advocacy and project management and works on substantial support to external partnerships managed by the division. Consultancy is located in the Directorate of the Policy and Strategy Division, New York. The consultant will be used in a polled manner to support, as and when required, the work of other branches in PSD and that of the directorate, specifically in the context of the Mid-Term review of the strategic plan.

Job Purpose:

UNFPA Strategic Plan, 2018-2021, seeks to advance three transformative results in all contexts of operations, which are institutional contributions to the achievement of the 2030 Agenda and the Sustainable Development Goals. The organization is in process of monitoring the performance of its strategic frameworks and targeted results, identifying gaps and opportunities for acceleration of progress and making required adjustments.

 

Within this context, the consultant provides secretariat support to the academic partnership supported by PSD, contributes to nurturing partnerships with the academic and think-tank institutions on various matters, such as the impact measurement, and establishing related modelling parameters. Working in close collaboration with the team responsible for results reporting, the consultant provides analytical data inputs in support of the mid-term review of Strategic Plan, 2018-2021.  Consultant further works on development of the evidence-based materials, communications and organization of the events with member states, civil society on various aspects of the UNFPA programmes. He/she also supports substantially and operationally functioning of the UNFPA secretariat established in support of the implementation of the International Decade of People of African Descent.

 

S/He conducts background research, data collection and sources on strategic initiatives managed by PSD. S/He supports the strategic plan reporting process with basic statistical analysis and quality assurance of qualitative components.

 

You would be responsible for:

  • Analyzes and prepares reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and identifies constraints and resource deficiencies and recommends corrective action;
  • Conducts data-driven research and academic sources review in support of strategic initiatives; Gathers and compiles relevant data and information for preparation of documents, guidelines and position papers using website searches or content searches by selected strategic initiatives and themes;  
  • Supports academic partnerships managed by PSD, including support to monitoring of the work-plans implementation and follow-up on progress reporting and administrative matters. Develop, backstop and monitor the implementation of the partnership agreements with academic institutions, think tanks and other technical groups;
  • Analyzes and interprets the political, social and economic environment relevant to sexual and reproductive health and rights and identifies opportunities for interventions targeting vulnerable populations, such as indigenous and marginalized groups;
  • Participates in review of policy papers, strategy documents plans and development frameworks, and prepares briefs and inputs for policy dialogue;
  • Supports organization of the evidence-based advocacy events through development of analytical materials; 
  • Collects, triangulate, and synthesize programmatic, operational, management, risk and resources-related data from different UNFPA repositories, systems, database and dashboards for inputs into strategic global analysis for the mid-term review of the strategic plan, 2018-2021;
  • Conducts analysis, research and data collection and drafts concept notes on strategic initiatives launched by PSD within the context of the mid-term review of the strategic plan and specifically as it relates to the integration of recommendations provided through partnership agreements;
  • Contributes to development of respective concepts notes and guidance;
  • Supports divisional efforts for the development of the mid-term review of the strategic plan and its results framework;
  • Supports roll-out of the follow-up actions to the SP MTR;
  • Performs other tasks as assigned by the PSD Directorate.

Knowledge and Experience:

  • Advanced university degree (M.A.) in social sciences, humanitarian practice, international development, or related discipline;  
  • At least 3 years of experience working preferably in project management, international development, and in the production and use of data and results monitoring
  • Familiarity and experience of work with international cooperation organizations, UN and development area of work is an advantage
  • Familiarity with social equity targeted advocacy
  • Knowledge of results-based management approach, skills in data analysis
  • Excellent interpersonal skills, creativity, project management skills, partnership building, a positive and outgoing personality, and ability to interact successfully with people of different backgrounds and cultures.
  • Fluency in English, working knowledge of other official UN languages, preferably French or Spanish, is desirable.
