UNFPA has recently joined the United Nations Partner Portal (UNPP). To maximize the benefits of the Portal, UNFPA is looking to adjust its registration, selection and assessment of implementing partner procedures as well as transitioning from the existing IT applications to the Portal itself. The consultant will assist UNFPA in completing the required preparation of processes, data and user guidance to allow for a full implementation of the UNPP at UNFPA.

Job Purpose

The consultant will provide support for the implementation of the United Nations Partner Portal at UNFPA by undertaking specialized data management tasks, providing support to systems enhancements and changes, preparing documents relevant for the project and providing post-migration user support.

You Would Be Responsible for:

Acquire the required specialized knowledge required for the successful completion of the consultancy

    • Develop full understanding of UNFPA’s processes for the selection, registration and assessment of Implementing Partners in the context of the applicable policies, procedures and guidance notes.
    • Develop full understanding of UNFPA’s IT systems which support the selection, registration and assessment of Implementing Partners, namely Atlas and the Partner Information Management system “PIMS”.
    • Develop full understanding of the functioning of the United Nations Partner Portal, including processes, data structure, user roles, testing procedures and training capabilities.

Complete the data management tasks required for systems migration.

    • In close collaboration with IT, construct the data model equivalence tables for UNPP/ Atlas/PIMS
    • Conduct a PIMS data clean-up: Identification of duplicate entries, Parent/Child relationships and partners status. This work will be coordinated with QMU.  
    • Validate the results of the PIMS data clean-up with business units across the organization.
    • Liaise and follow up with business units for pre-migration data enriching (if necessary)
    • Maintain the updated data once it has been configured for migration
    • Liaise with IT focal point(s) to monitor the progress in the implementation of  IT specialized tasks related to data migration into UNPP and subsequent data connection between UNPP and ATLAS

Support systems enhancements and changes, as required

    • Contribute to the preparation of business requirements for development of enhanced functionality in UNPP and PIMS, as required.
    • Develop and implement testing scenarios for the implementation of enhancements in UNPP and PIMS
    • Liaise with IT focal point(s) to assist in PIMS shut down procedures and UNPP go live tasks.

Preparation of documents relevant for the project:

    • Prepare and maintain up to date at all times a Gantt chart for the activities of the consultancy, including the reflection of dependencies with other tasks not included in this consultancy.
      • Prepare roll-out communication and training materials for full deployment of UNPP
      • Prepare a concise end user support strategy for the post-migration stage, focusing on sustainability after the completion of the consultancy.
    • Provision of post-migration user support

      • Perform testing of post migration data integrity and assist IT focal point(s) in assessing the correct functioning of data connection between UNPP and UNFPA’s ERP
      • Provide support to end users during the immediate post migration period and assist in the implementation of the post-migration support strategy.
    • Provide support to the supervisor in any ad-hoc task related to the project and within the areas of work described above.Draft updated versions of existing policies, procedures, guidance notes and user guides to reflect changes in platforms.
      • Prepare roll-out communication and training materials for full deployment of UNPP
      • Prepare a concise end user support strategy for the post-migration stage, focusing on sustainability after the completion of the consultancy.
    • Provision of post-migration user support

      • Perform testing of post migration data integrity and assist IT focal point(s) in assessing the correct functioning of data connection between UNPP and UNFPA’s ERP
      • Provide support to end users during the immediate post migration period and assist in the implementation of the post-migration support strategy.
    • Provide support to the supervisor in any ad-hoc task related to the project and within the areas of work described above.

Expected travel

On duty travel is not required for the fulfilment of the tasks in the consultancy. However, there could be flexibility for the consultant to work remotely for part of the consultancy, at no additional cost to UNFPA, and subject to approval by UNFPA.

 

Requirements

The consultant should have a high comfort zone working in technology and systems development, including the ability to learn a new application and quickly become an expert in its functionality. In addition, the consultant will be expected to be/become very familiar with UNFPA programme policies, especially those related to the management of Implementing Partners.

The following are minimum requirements of the consultant:

  • Advanced university degree; preferably in business, IT, or other relevant areas.
  • Experience performing data management functions using Microsoft Excel and/or other spreadsheet tools.
  • Experience working with Information technology & systems development.
  • Advanced writing and communication skills in English.

The following are desirable skills of the consultant:

  • Experience in UN/UNFPA programming processes is considered a strong asset.
  • Experience developing google scripts or writing code in JavaScript for data management.
  • Familiarity developing user guides and training materials for IT systems.
  • Working knowledge of French and/or Spanish.

Estimated duration and working schedule:

This consultancy is expected to have a duration of 180 working days in total. Expected dates are from 20 April to 31 December 2020.
