The United Nations Population Fund (UNFPA) is assisting the Pakistan Bureau of Statistics (PBS), Government of the Islamic Republic of Pakistan to strengthen data processing system both for census and surveys particularly for post census activities. To handle number of data related issues requires capacity building of technical-hands, and to strengthen grip over extra technical and advance skills for data processing.
Under this objective, UNFPA intends to support PBS by acquiring a services of IT expert (expertise in R) who will work directly with PBS DP team and provide high level training to the Data Processing (DP) staff of Pakistan Bureau of Statistics in “R” language. The training course would need to cover practical aspects of R language including: Functional Programming in R, Robust Error Handling, Object Oriented Programming, Profiling and Benchmarking, Debugging and Proper Design of Functions; Building R Packages for Data Processing of Censuses / Surveys; Building Data Visualization Tools, Integration of R Language with Microsoft SQL; Building Modules for Data Analytics.
Purpose of consultancy
The overall objective of the training is to help PBS to strengthen their technical capacity in practical aspects of the R programming language. Training will allow PBS staff to get a clear understanding of the core concepts like importing data in various formats for statistical computing, data manipulation, and processing. They will learn various functions, data structures, variables and flow of control and they will be able to immediately apply their theoretical knowledge in practice for different surveys and census.
Scope of work:
The overall responsibility of the IT Consultant/trainer includes:
- The training should touch the real-world problems and solutions focused on Survey/Census data.
- Capacity-building of PBS to enhance technical capabilities from Basic to advance level of R Language concepts and skills.
- The training has to cover practical aspects of R language including: Functional Programming in R, Robust Error Handling, Object Oriented Programming, Profiling and Benchmarking, Debugging and Proper Design of Functions; Building R Packages for Data Processing of Censuses / Surveys; Building Data Visualization Tools, Integration of R Language with Microsoft SQL; Building Modules for Data Analytics.
- Development of Survey / Census related Database and Census Reports in line with the Data Mining concepts.
- Develop and submit training reports regarding the training performances, evaluation of training and its quality.
Tentatively from July 15 – July 27, 2019. The consultant will provide training to the technical staff of DP Center, PBS in R language including pre and post-performance training evaluation. The consultant will provide its assignment report at the end of his/her consultancy.
Final training/assignment report (work done) will be submitted at the end of consultancy. Deputy Director General, DP center will be the focal person to supervise consultant on daily basis.
Expected Outputs:
This assignment is expected to;
- Provision of hands-on training to DP centre staff in R language.
- Pre-post training evaluation
Submission of final training report both to UNFPA and PBS
Expected travel: The consultant need to travel to Pakistan for this training.

Qualifications and experiences:
- Advance Master Degree from a reputed International University (Computer Sciences/IT/Software Engineering).
- A minimum of 10 years of teaching experience in Data Sciences, R Language, Database and Application development in above mentioned technologies for big size data.
- Passionate about data and data-driven decision making
- Significant experience in statistical software.
- Experience in technical capacity building in developing countries would be preferable.
- Fluency in Oral English is mandatory.
- Strong analytical and communication skills, both oral and verbal.
- Excellent organizational skills coupled with an ability to reach consensus;
Leverage to work with senior government officials. Strong diplomatic and personal attributes are required that his/her neutrality and impartiality are established among all stakeholders;
