Context:
The Youth Mixed Migration Project is a study on the drivers and policy and service needs of young migrants and displaced persons (ages 15-29 years) in transit cities. It is conducted by UNFPA in partnership with the Danish Refugee Council (DRC) using a rapid appraisal methodology. Phase 1 of the project collected the data in four cities in 2017/18 - Nairobi, (Kenya), Tunis (Tunisia), Cairo (Egypt), and Beirut (Lebanon). Phase 2 of the project collected data in three West African cities: Bamako (Mali), Niamey (Niger), and Ouagadougou (Burkina Faso) in late 2020. Building on lessons learned from the rapid appraisals, UNFPA aims to implement a set of operational trials of youth service interventions to address the identified needs of young migrants in transit cities. The services provided will also be accessible to the local populations to enhance the welfare of migrants and the local populations simultaneously and minimize the chances of resentment of migrants and refugees in the host communities.
Purpose of consultancy:
The consultant’s primary task is to analyze the data and collaborate with project team members in producing a report that integrates the results from the data collected in the seven cities of the two phases of the project to inform UNFPA programming on youth migrants. Furthermore, the consultant will work on producing data visualizations based on the data on West Africa. She/he will also be involved in communication and dissemination efforts related to the project as well as in possible policy briefs and reports based on the data analyzed.
Furthermore, the consultant will support the design and implementation of a follow-up qualitative study to supplement the quantitative data collected in West Africa and also integrate results from the qualitative phase with the results of the quantitative analyses.
Scope of work: (Description of services, activities, or outputs)
Under the overall guidance of the Chief, Population and Development Branch (PDB) and direct technical guidance of the Technical Adviser on Population and Development, WCARO and Technical Specialist, PDB, the international consultant will be responsible for the following duties:
- Data analysis
- Clean the data from 3 cities in West Africa and harmonize it with data from four cities in phase 1, where necessary.
- Develop analysis plan in collaboration with the regional project coordinator and the project team;
- Identify patterns in the data and findings that respond to the project’s research aim;
- Share the results of the analysis with the team and generate visualizations, as necessary;
- Interpret results of the quantitative analysis of data from 3 cities in West Africa and identify areas that should be strengthened through qualitative research; and support analysis of qualitative data, as appropriate;
- Write code that is clean and easily replicable by other staff working on the project.
- Data visualization and dissemination
- Create accessible, relevant, and esthetically pleasing data visualizations depicting research outcomes;
- Contribute to formulating a data dissemination strategy in collaboration with the regional project coordinator and staff in HQ, the Regional and Country Offices involved.
- Report writing
- In collaboration with the team, produce and discuss report outlines;
- Conduct literature reviews and desk research on youth mixed migration in West Africa and in urban transit hubs;
- Prepare communication products and analytical report(s) in collaboration with the project team, including:
- An overall report integrating the results from the data collected in the seven cities of the two phases of the project to inform UNFPA programming on youth migrants.
- A report focusing on policy and service needs of young migrants in transit cities in West Africa
- Brochures on each of the cities included in the youth mixed migration project
- Policy briefs
Duration and working schedule:
Four months with possibility for extension.

The international consultant will work remotely from home.
Delivery dates and how the work will be delivered (e.g. electronic, hard copy etc.):
Deliverables are to be provided electronically. They will include the final clean dataset; analytical outputs such as results of data analysis and their interpretation, graphs, tables, and code used; literature reviews/background research; relevant draft reports, in particular on findings related to all seven cities; data visualizations showcasing some of the main outcomes of our research.
Monitoring and progress control, including reporting requirements, periodicity format, and deadline:
The international consultant is expected to interact regularly with the Regional Project Coordinator as well as, when needed, with other team members working on the Mixed Migration project.
The consultant should be available for regular calls and meetings (online) during working hours. At the beginning of his/her assignment, a work plan will be discussed with the Coordinator as well as with the team as a whole. The consultant will:
- propose and discuss a research plan and identification strategies on the basis of the project’s aims;
- clean the data and prepare it for the analysis;
- run various models on the data, perform necessary checks, create indicators;
- report back on results of these analyses, providing code, tables and results gathered;
- integrate feedback given by the team;
- provide descriptions and interpretations of results to be integrated in the final reporting process;
- integrate results from insights gained during the qualitative data collection phase in the interpretation of the outcome of the analyses;
- conduct background research of issues relevant to the report;
- in collaboration with the project team, help draft report(s) based on the data analysis conducted;
- help analyze qualitative data, as applicable;
- create data visualizations;
- contribute to dissemination efforts.
Supervisory arrangements:
The consultant will work under the overall guidance of the Chief, Population and Development Branch (PDB) and direct technical guidance of Technical Adviser, WCARO and Technical Specialist, PDB. S/he will report directly to the Regional Project Coordinator for the Mixed Migration Project and will work closely with the Evidence, Knowledge and Policy Unit in WCARO.

Required qualifications and experience:
Qualifications and experience
- Master’s degree in Demography, statistics, Sociology, Economics and related fields of study, a PhD is a significant advantage.
- At least five years of work experience in quantitative social science research and data analysis either in an international organization, academia or a similar setting. Qualitative research experience is an important asset.
- Demonstrated ability to use statistical programming software such as Stata, SPSS or R is essential (please specify in your application your familiarity with such software).
- Great writing skills and extensive experience producing reports, ability to communicate technical information to non-specialist audiences.
- Experience working with survey data is essential.
- Experience working on research related to migration is essential.
- Experience working on issues related to migration in the Sahel is a strong asset.
- Experience working with data visualization software and dashboards is advantageous (including using software such as Tableau, PowerB, Plotly or similar tools).
- A creative and curious mindset are crucial as well as the ability to independently find effective solutions to problems.
- Maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with UNFPA and even after the contract ends.
Language:
Strong verbal and written communication skills in French and English.

- UNFPA may provide the consultant access to relevant statistical software, if needed, as well as an email address and any other support they may need to be able to succeed in their duties.
- The consultant will use his/her computer and work from home.
