1. Background

The Programme Analyst (M&E) consultant will be based in the Commodity Security Branch of the Technical Division, reporting directly to the Branch Chief. S/he will provide critical support to the Branch in fulfilling internal and external reporting processes, among which the production of the Annual Report 2015. The consultant is expected to assist Technical Advisers and the M&E Specialist in data collection, data analysis and report writing. The consultant will also provide support, including technical inputs, in the fulfillment or requests that might arise from particular funding proposals that are currently on the pipeline.

2. Main Tasks and Responsibilities

  • Provide relevant technical and operational support to CSB in data collection and data analysis.
  • Follow up with and support Country Offices (COs) in filling the new automated questionnaire, and troubleshooting when needed.
  • Provide relevant support in the production of UNFPA Supplies Annual Report 2015, including data analysis and report writing.
  • Draft reports for internal and external reporting processes/purposes, while working directly with other RHCS and FP Technical Advisers in the Branch, and other relevant branches/units and outside partners, including synthesizing as well as analyzing UNFPA annual reports as needed.
  • Provide technical support and coordinate with relevant units, namely the Resource Mobilization Branch and the Strategic Partnerships Branch, in fulfilling requests arising from particular funding proposals on the pipeline.
  • Deliver information/materials based on the programme's results tailored specifically to donors.
  • Research, gather, fact-check information and draft statements and talking points for the Senior management, obtaining inputs from Technical Advisers and Technical Specialists as required.
  • Undertake any other task as requested by the Chief, Commodity Security Branch ,in support to the organization of the pledging event.

3. Essential qualifications and Experience

  • Advanced degree in Public Health, Social Sciences, or related field;.
  • 2+ years of relevant experience at national and international level;.
  • Experience in data analysis and M&E is required;.
  • Knowledge of UNFPA Supplies and familiarity with its Monitoring Framework is required;.
  • Experience within the United Nations, especially knowledge of Family Planning and Reproductive Health Commodity Security is required;.
  • Demonstrated strong analytical and excellent report writing and editing skills;.
  • Excellent English speaking and writing skills. Knowledge of another UN official language would be an asset.

The duration of the consultancy is 10 months, from May 2016 to March 2017.
