PURPOSE OF CONSULTANCY
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.
In Myanmar, young people account for about 28 per cent of the total population. Young people include adolescents (aged 10-19) and youth (aged 15-24). Sexual and reproductive health is still considered a taboo subject, making it challenging for young people to access accurate information which helps them make informed choices for their future. The joint UNICEF/UNFPA programme ‘Health, Equality and Rights’ (2018-2023), funded by Global Affairs Canada, aims to strengthen sexual and reproductive health service delivery for adolescents and youth. Furthermore, within this programme UNFPA will support the development and implementation of Comprehensive Sexuality Education in Myanmar.
The Ministry of Education is currently revising the curriculum in primary and secondary school. Life skills education is the core curriculum and includes segments of sexuality education. This is an opportunity to improve life skills education and ensure a gender responsive, human rights based and comprehensive approach to sexuality education.
The UNFPA Myanmar Country Office is seeking an international consultant on Comprehensive Sexuality Education (CSE) to provide strategic guidance and technical support in the development of in and out of school CSE. The consultant will be responsible for preparing a road map for strengthening CSE in Myanmar involving multi-stakeholders. In addition, the consultant will support to prepare and refine the CSE component of the Health, Empowerment and Rights (HER) Programme.
Together with the Ministry of Education the consultant will support the development the CSE curriculum for in school adolescents (and children) and the development of a Road Map for CSE delivery in Myanmar. This will include supporting the development of a plan for CSE training and capacity development for in-service and pre-service teachers, capacity strengthening of the state and non-state actors, advocacy and strengthening community engagement for the effective delivery of CSE in Myanmar. The consultant will provide support to the development and review the monitoring tools for CSE within the HER-programme. S/he will also be supporting the development of out of school CSE curriculum through supporting implementing partners.
The international CSE consultant will work closely together with the Programme Analyst (HER), programme analyst (adolescents and youth) and HER programme team and SRHR team based at the Country Offices in Yangon and Nay Pyi Taw.
SUPERVISION AND WORKING ARRANGEMENT
The International CSE Consultant will work under the overall guidance of the UNFPA Myanmar Deputy Representative, with direct supervision of the Programme Coordinator and in close collaboration with Adolescent and Youth Programme Analyst.
SCOPE OF WORK AND EXPECTED DELIVERABLES
The international consultant will be responsible for the following duties in consultation with the deputy representative, programme coordinator, HER fund manager, and will determine the prioritisation of activities:
In school CSE curriculum
1. Provide technical support to the development of teacher’s lesson plan books and student books for grade 9.
2. Support the development of a specific field pilot testing plan for life skills education for grade 5, 8 and 11.
3. Advise on a capacity development plan for pre-service teachers training, in-service teachers as part of CSE roadmap
4. Recommend further actions to support and improve delivery of CSE as part of CSE road map.
5. Ensure a system for meaningful engagement of young people in the process of development.
Out of school CSE
6. Lead the development of a strategy for out of school CSE as part of CSE road map.
7. Formulate and implement the capacity development plan for states and non-state actors.
8. Lead the development of out of school CSE curricula together with the Ministry of Education and Ministry of Health and Sports and implementing partners (IPs) including trainings, manuals, other materials (e.g facilitation guides).
9. Actively promote and support participation of adolescents and youth in the development and delivery of CSE.
Advocacy for CSE
10. Support planning and facilitation of advocacy and capacity strengthening workshop for curriculum development team, subject wise committee, national curriculum committee
11. Lead and facilitate stakeholders’ meetings for development of CSE road map.
12. Support the development of a more comprehensive advocacy and communication strategy for CSE as part of CSE road map.
Capacity development
13. Support the promotion of organization’s capacity for effective delivery of CSE
14. Lead the process of strengthening the capacity of key stakeholders across the sectors – both government and non-government including UNFPA staffs and IPs.
M&E
15. Support the development of monitoring and evaluation tools for in school and out of school CSE.
16. Support the development of a plan for evidence generation for CSE in Myanmar as part of CSE road map.
DURATION AND WORKING SCHEDULE
Duration of Assignment: from January to July 2021
The consultant will be engaged for a total of 85 working days during 6 months period and will be home based with regular missions to Nay Pyi Taw and Yangon, Myanmar (if the situation allows) to meet with relevant government stakeholders, attend meetings and events.
MONITORING AND PROGRESS CONTROL
The consultant will be responsible for conducting regular monitoring of the CSE activities and will report on a bi-weekly basis to the programme coordinator. In addition to maintaining deadlines for the key deliverables the consultant will provide a final report outlining achievements and recommendations.
S/he will be responsible for delivering the following over the course of the consultancy. The international consultant will work in close collaboration with adolescent and youth programme analyst to ensure sustainability and continuity of outcomes.
• A detailed work plan for the consultancy (Deadline: within the first two weeks of the assignment)
• Lead and facilitate the multi-stakeholders’ meeting for the development of CSE Roadmap for Myanmar.
• Finalise the CSE roadmap with multi-stakeholders’ engagement and consensus
• Set up and support implementation of a capacity development plan for key stakeholders on development and implementation of CSE curriculum
• Provide input to Ministry of Education documents and strategies including curricula, textbooks, and capacity development strategies
• Support the development of CSE training manual/curricula/IEC materials for stakeholders.
• Provide technical inputs related to CSE for key Ministries and implementing partners
• Monthly progress reports
Terms of Payment
The work of the International CSE consultant will be on a needs-basis as per request of UNFPA Myanmar. The payment will be made on a monthly basis upon delivery of the monthly progress report based on the actual number of working days.
QUALIFICATIONS AND EXPERIENCE
Education
● Advanced University Degree in public health, social science, demography, gender, international development, public administration, management or other related fields.
Knowledge and Experience
● More than 10 years of increasingly responsible professional experience within the field of adolescent sexual and reproductive health and rights, of which at least seven years at the international level, preferably within the Asia Pacific region;
● Solid knowledge and expertise on comprehensive sexuality education is required;
● Demonstrated experience in designing CSE curriculum, for primary, secondary school, teachers and trainers;
● Demonstrated experience of developing CSE tools; such as manuals, guidelines, textbooks and M&E tools;
● Proven ability to produce good-quality, demonstrable results is required;
● Programmatic experience, including programme development, planning, monitoring and reporting, is required;
● Experience with capacity building and developing trainings and training material is highly desirable;
● Solid experience of working closely with government is highly desirable Core Competencies
● Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources;
● Strong interpersonal skills and the ability to work within different cultural environments;
● Excellent verbal and writing skills in English are required.
Languages
● Fluency in English is required.
