International Consultant - Development of Population Census Web Portal

Background
The Department of Population (DOP) is responsible to conduct and share population and socio-demographic information with potential data users. To enhance this, a Web Portal that enhances access to information and e-services to all people is necessary. The web portal is a vital part of the program, serving as a resource for information, collaboration to all stakeholders of the public. In order to become more accessible, user friendly and attractive, the current DOP web portal needs to be replaced with a modern more user version.
The current DOP portal was developed without special consideration of usability issues, but as it has grown quickly, the need for usability consultation has become more obvious. Due to the fact that the portal is actively used by people with various levels of web experience and computer literacy, expert consultation on usability will be required before developing a new portal in order to achieve optimal visual structure and functionality, and the redesign of the portal vision must be done by a web design expert with international experience in compliance with the results from usability assessment.
The DOP Web Portal aims to support the public with population related information. To upload a wide range of communications and share with public (such information as 2014 Myanmar Population and Housing Census Data and Reports, Interactive Maps, thematic reports, press releases, speeches, annual reports, research papers, other publications, photos and video galleries).
Purpose of the consultancy
The consultant will work under the overall supervision of the UNFPA Representative. Day-to-day management will be done by the Director General of the Department of Population. The consultant will work in collaboration with UNFPA staff and DOP staff involved in the Census and IT.
Major Tasks and Responsibilities
The consultant will carry out the following tasks:
- Assess the current DOP website structure and contents for ease of accessibility, quality of contents, user-friendliness, ease of maintenance/update, information retrieval, etc…
- Access DOP’s website for reference, applying the advantages of layout design, navigation, usability & etc. to the redesign and implement the new web portal.
- Consult with potential data users from Government, researchers, private sector, civil society organizations on their needs so that the new web portal will respond to those needs.
- Research on websites of departments that provide similar services as DOP in other countries so as to pick the best aspects from some web portal.
- Make proposal for design of the website based on corporate guidelines, results of the assessment and/or department of population website guidelines for Management’s review and approval.
- Design new DOP website structure, taking into account the requirements from DOP and user assessments: clear catalogs & folder for data & page storage, attractive site & page layout, easy to use, update and maintain, flexible navigation & search function; counting function for web pages visited, etc.
- Gather information contents for the Web presence (text, documents, pictures, key speech, etc.) with support from DOP.
- Create HTML documents and graphics for implementation in the Web.
- Make recommendations for backup/restore plan.
- Create email functions for all staff of DOP
- Train a number of officers at DOP on website maintenance and content update.
- Design and establish anti-hacker and antivirus plan for the website.
- Upload the new DOP portal with all functions listed above
- Make recommendations for software, hardware, and other back-end applications related to Web development.
- Document the system and provide these materials to DOP
Basic structure of the department of population website
- Should be designed in both English and Myanmar versions (such as Zawgyi and Unicode) are required.
- The structure of the current website may be used to provide the expected information to be covered in dual language. The consultant is encouraged to develop a new and modern structure.

Key Deliverables
The assignment will commence in December 2016 and will be concluded no later than end of January 2017. The deliverables of the assignment are as follows:
- Concept note on the proposed structure of DOP portal
- Report on the findings after assessment with potential users
- Design and establish the DOP web portal to match requests from DOP and other potential users.
- Trained officers at DOP who will maintain the portal
- Documentation of the system to be used for training and trouble shooting
Monitoring and progress control
The consultant will provide weekly updates on progress to the DOP census management team. The frequency of the updates may be increased, if need arises.
Other relevant information
The consultant should provide a proposal that includes a brief implementation plan
The consultant should provide the quotation include below information:
- Website design and setup
- Website hosting for 2016 and 2017
- Related software license
- Quotation of maintenance service, with 2 years.
- DR (disaster recovery plan) might be plan for future
- Service-level agreement (SLA) for Web Server and Portal
- Attacker prevention solution
Qualifications and Experiences:
- At least a Master’s Degree in IT or Computer Science, with over 5 years’ experience in portal design
- Must have designed a portal website for similar institutions/organizations like DOP
- Proven and solid knowledge and experience in providing similar service to international
- organizations
- Able to provide user training and all documents in English and Myanmar languages.
- Solid knowledge on website security and website hosting service
Payment and benefits:
The consultant will be paid upon satisfactory completion of all the deliverables under this assignment
