UNFPA seeks to hire an international consultant with expertise in the areas of women, peace, and security to support the development of Syria’s national action plan 2020-2022 (NAP) on Women, Peace, and Security, as well as to draft in cooperation with the national team a result-based logical framework that will include clear indicators, targets, baseline, and responsible institutions.
UNFPA in cooperation with the Syrian Commission for Family Affairs and Population (SCFAP), will hire a consultant to support the Government of Syria to develop a focused, inclusive and impactful NAP.
This is to be achieved through conducting the following tasks:
1. Facilitate the training of the WPS National Steering Committee, including an introduction to UNSCR 1325 and subsequent UNSCRs as well as training on the development of a SMART NAP on CEDAW and UNSCR 1325;
2. Participate in national and local consultations for the preparation of the NAP;
3. Work closely with the national consultant working on the NAP;
4. Support the National Steering Committee to develop SMART, results-focused NAP with integrated M&E plans, aligned to national frameworks and plans;
5. Review the NAP before submission for government endorsement.
Steps:
1. Develop a training concept paper;
2. Support the development of tools and materials for the training, such as PPTs and interactive materials;
3. Co-facilitate trainings for induction into WPS and the development of the NAP;
4. Support the development of a consultation plan and schedule together with the National Steering Committee;
5. Draft the consultation report;
6. Support in presenting the consultation report to the National Steering Committee with specific guidance on how findings will feed into NAP;
7. During the course of developing SMART results for the NAP and its national framework, the consultant as a part of his/her methodology is expected to follow these steps:
a. Support the workshop by bringing in content from the consultations and lessons learned in other countries on NAPs;
b. Develop a methodology and a proposed structure for the implementation of the NAP.
Functional Competencies:
- Expert knowledge in Women, Peace, and Security;
- Prepared a NAP to implement 1325 in other countries.
- Proven ability to advocate and provide policy, substantive and strategic
- advice in women, peace and security;
- Ability to synthesize program performance data and produce analytical
- reports to inform management and strategic decision-making;
- Excellent analytical and communication skills required;
Required Skills and Experience
- At least 7 years of progressively responsible experience at the international level in managing complex and multi-component programme
- interventions with national partners related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
- Extensive experience in supporting the development of NAPs on UNSCR1325
- Experience in training various stakeholders on WPS
- Proven experience facilitating high level consultative workshops for Governmental and NGOs Institutions.
Duration and work schedule:
- The consultant is expected to work a total of 12 days, divided into two phases: 6 days at the beginning of the project, and 6 days at the
- end.
- Training for the task force formulated by SCFAP on UNSCR 1325 and NAP preparation. (3 days)
- Identify a methodology for the NAP preparation. (3 days)
- Submit reports on the UNSCR 1325 induction training and the NAP development training.
- Review the NAP developed by the national team and provide comments and input to consolidate the draft. (6 day)
