Duration: The total duration of the contract will be for initially for 6 months, extendable up to 11 months commencing on 1 September 2016. 

Background Information:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. We support countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect.  Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in UNFPA Strategic Plan (2014-2017). This includes addressing gaps in gender equality, improving reproductive health services, responding to and preventing Gender Based Violence (GBV) and integrating gender equality and human rights perspectives into national policies, development frameworks and laws.

Under the Women and Girls First programme (2016-2018), UNFPA is committed to leading the international community and supporting national stakeholders in addressing gaps in gender equality, improving reproductive health services, responding to and preventing gender based violence (GBV) and integrating gender equality and women's human rights perspectives into national policies, development frameworks and laws. Through these key outcomes, UNFPA will also be seeking to achieve improved and strengthened access to justice and increased participation of women in the peace process, through economic and political empowerment.

In order to implement the programme with strong management of the programme fund, coordination of donors and partnerships to support the technical programme team to meet the commitments of the Women and Girls First initiative, UNFPA are seeking an international consultant on programme management for Women and Girls First Initiative.

Organizational setting:

The international consultant will work under the overall guidance and direct supervision of Deputy Representative. 

Reporting will be provided to direct supervisor by way of weekly meetings with the deliverables to be provided on time as outlined in the preceding section.

Monitoring will be also maintained by the direct supervisor who will participate in the meetings and trainings as well as stakeholder consultations to ensure quality control of facilitation and delivery. The direct supervisor will also be closely monitoring written outputs, such as policy papers and concept notes.

Duties and Responsibilites:

1. Provide managerial, advisory and technical support to UNFPA in the areas of management, implementation, monitoring and review of the Women and Girls First Programme;

2. Provision of strategic and technical guidance to UNFPA to ensure strong grant management and program implementation;

3. Ensure effective coordination with members of the Donor Consultation Group under the Women and Girls First Programme;

4. Liaise regularly with UNFPA HQs Division of Management Services and International and External Relations Division to ensure timely reporting, disbursements and accountability.

5. Co-ordinate with implementing partner organisations in annual work plan planning, review and reporting processes in line with the agreed monitoring and evaluation framework of the Women and Girls First Program

6. Support regular and timely fund disbursement to partners;

7. Regular monitoring of the partnership agreements for timely and accurate financial report to ensure high levels of accountability to the numerous donors;

8. Support resource mobilization efforts for accurate estimated budgets and Results Frameworks which will reduce financial adjustment;

9. Facilitate knowledge building and results-based change management, through identifying and synthesizing best practices and lessons learned on effective implementation of the Joint Programme in the context of overall UN reform and Delivering as One as a UN System in Myanmar;

10. In this capacity the Programme Manager will be expected to work closely with the UNFPA Senior Management in providing monthly implementation rates and reporting.

11. Perform any other task required to support the Women and Girls First Programme. 

. Monthly reporting to the Senior Management Group of UNFPA on programme implementation rates and work plan progress;
 Quarterly financial reporting and preparation of work plan for the Donor Consultation Group

Yangon, Myanmar with some travel to the field as required. 

Expected travel: There may be some travel to the Myanmar capital, Nay Pyi Taw as well as to the field sites Reqirements and Qualifications:

Education: 

Advanced university degree in financial management, business management, social sciences or other related field;

Knowledge and Experience:

• At least 5 years of increasingly responsible relevant professional experience, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
• Proven achievement in managing a complex multi-partner, cross sector and cross cutting initiative is essential.
• Strong results-based programme management experience, with particular focus on strategic planning and capacity building

Languages:

• Fluency in oral and written English essential.

Other Desirable Skills:

• Prior programme management of multi donor pooled funds including facilitation of Donor Consultation Groups, Steering Committees or Boards.
