The International Programme Coordinator is based in Damascus and reports to the Representative, working in close collaboration with Deputy Representative. S/he plays a leadership role in delivering the humanitarian response of the CO across all UNFPA field offices and areas and contributes to the development, coordination and management of programme.

Job Purpose

Fully accountable for leading operational aspects of programmes’ implementation within the specified timeframe, respecting budgets and deliverables of agreed results. Sound planning and operational monitoring of projects’ financial and human resources. In coordination with the IOM, provide oversight to the operational support to the humanitarian programme implementation, including procurement and logistics.

Advise CO Senior Management to continuously review and adjust office structure and business processes within the field-offices, to ensure they best fit to the requirements of the fast changing situation.

Establish and maintain a working relationship with counterparts and partners to support the programme/project smooth implementation, oversight, coordination and timely identification and removal of possible bottlenecks. Keep in contact with UN agencies and other filed players to foster synergies and avoid duplications and overlaps.

As part of the CO Senior Management team, in close collaboration with the Deputy Representative, the International Programme Coordinator will be responsible for work planning, supporting communication unit for annual reports preparation, coordination and collaboration with partners, counterparts, and outcome/progress monitoring for the overall implementation of projects. S/he will assist Management’s ongoing efforts to strengthen CO’s engagement with the field, working closely with all Sections/Units.   

Education: 

Advanced University degree in public health, sociology, economics, international development, public administration, management or other related field.

Knowledge and Experience:

Seven years of professional experience in development and/or humanitarian programme/project management and coordination

Proven experience in multi-project programme coordination or relevant position

Knowledge of programme management and development procedures

Knowledge of budgeting and reporting

Ability to work with diversity and multi-disciplinary teams

Time-management and outstanding organizational skills

Excellent verbal and written communication skills

Detail-oriented and efficient

Knowledge of UNFPA fast track procedures a distinct advantage

Field-level experience working in humanitarian settings particularly in RH, GBV and/or youth humanitarian programming, including the development of results frameworks, monitoring and evaluation

Experience in knowledge management and resource mobilization, including drafting of proposals and budgets, as well as drafting reports for donors is highly desirable
