Position Summary:

The Monitoring and Evaluation Specialist reports to the Regional Technical Secretariat Project Coordinator. S/he provides overall technical support and quality assurance for monitoring and evaluation of the Sahel Women’s Empowerment and Demographic Dividend Project.

The Sahel Women’s Empowerment and Demographic Dividend Project (SWEDD) seeks to improve women and adolescent girls’ empowerment and their access to quality reproductive, child and maternal health services in selected areas of the participating Sahelian countries, through improving regional knowledge generation and sharing as well as regional capacity and coordination. The Project is a regional collaboration encompassing Chad, Côte d’Ivoire, Niger, Mali, Burkina Faso, and Mauritania and is funded by the World Bank’s regional IDA (International Development Association) resources. The Project acts on the UN-World Bank commitment and partnership to address the Demographic Dividend in the Sahel.

Within this context, the M & E Specialist provides leadership to the implementation of the Project’s Results-Based Monitoring and Evaluation Plan including the development of methodologies as well as capacity and systems development and thematic and cross-country evaluations to provide an evidence basis of project performance, including relevance, efficiency, effectiveness, sustainability, and impact of the SWEDD. The M & E Specialist is responsible for the development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance of same.

The M & E Specialist will work within an integrated, coordinated, and systems strengthening approach. The primary roles of the M & E Specialist are:

  • Project results framework implementation
  • Capacity development
  • Evidence and knowledge development and dissemination
  • Quality assurance on monitoring and evaluation

Requirements:

Education:
  • Advanced degree (preferably Ph. D.) in public health, social science, demography, economics, international development, public administration or other related field. The graduate or post graduate degree should preferably include credits in the principles and practice of monitoring and evaluation.
Qualifications and Experience:
  • 7 years of increasingly responsible professional experience, including five years at the international level, or five years in health and/or social sciences evaluation; and periodic updating of technical skills;
  • Recognized expertise in monitoring and evaluation;
  • Strong track record of innovative leadership in managing evaluations, and proven ability to produce demonstrable results;
  • Extensive network within the academic and development community;
  • Field experience is a strong asset.
Languages
  • Fluency in English and French is required.
