M&E Specialist will be located in the Bangladesh Country Office (CO) and reports to the Representative.

Job Purpose:

Since its independence in 1971, Bangladesh has achieved remarkable socio-economic development progress. Nevertheless, Bangladesh remains a Least Developed Country with an estimated 47 million people still living below the poverty line, out of the approximately 158 million populations, with widening inequality.  While the total fertility rate declined to 2.3 children in 2011 (BDHS), the population is projected to reach 200 million by around 2040.  The country has one of the highest rates of child marriage in the world, with the highest adolescent birth rate in South Asia.  The maternal mortality ratio declined to an estimated 172 per 100,000 live births in 2014, but still an estimated 5,200 women die in pregnancy or childbirth every year.  Three out of four deliveries take place at home, and only 32% of all deliveries are attended by skilled health personnel.  The contraceptive prevalence rate was 52% for modern methods in 2011.  13.5% have an expressed unmet need for family planning. Against this background, UNFPA’s 8th Country Programme for Bangladesh 2012-2016 (budget USD 70 million) supports the government in achieving the Sustainable Development Goals especially SDGs 3 and 5 and the ICPD Programme of Action.

The Programme Team of UNFPA Bangladesh has four components, i.e. Sexual and Reproductive Health and Rights, Adolescents and Youth, Gender, and Population, Planning and Research, and has a substantive humanitarian response.  The Country Office is based in Dhaka, with project offices located in several districts throughout the country. The SRHR component (including Adolescence and Youth) is the biggest pillar of UNFPA’s Country Programme.  One of the major projects managed by the SRHR unit is the UN-Government Joint Maternal and Neonatal Health Initiative (MNHI). 

The M&E Specialist will be based in the Country Office in Dhaka. In the context of the UNFPA Strategic Plan, UNFPA Bangladesh Country Office is focusing on the result based management and quality delivery of programme results in the areas of all aforementioned programme components. The Monitoring and Evaluation (M&E) Specialist will be a core member of the CO Management Team (CMT), to advise on the overall strategic planning and results based management.  S/he shall establish and maintain monitoring system and tools for the CP and Country Office performance and results. S/he works in close collaboration with the Programme and Operations teams, as well as the Government Coordinating Agency (Ministry of Finance, Economics Relations Division), UNFPA Implementing Partners, other UN agencies, and external partners, to ensure the achievement of intended results and impact from the programme.

The M&E Specialist reports to Representative and works in close collaboration with the Deputy Representative who heads the Programme.  The incumbent is responsible for the following functions:

Requirements:

Education:  

•      Advanced university degree in Public Health, Social Sciences, Political Sciences, Public Administration, Economics, Development Studies, Gender Studies, Law, or Programme/Project management, Monitoring and Evaluation.

Knowledge and Experience: 

• 7 years of professional experience, with at least 5 years of relevant development work at the national, regional or international level in providing programme/project management advisory services and hands-on experience in designing, implementing, monitoring and evaluating development projects, including log frame and budget, especially in health or gender sector

• Excellent knowledge of and experience with results-based management methodologies and tools (project and programme management, design, monitoring and evaluation) and research and policy-level analysis

• Demonstrated ability for national capacity development

• Ability to work within a multicultural setting

• Experience in working with UN/UNFPA is an asset.  Field experience is strongly desirable

• Initiative, strong conceptual and analytical abilities, sound judgment, liaison skills, negotiation skills, administrative, management and organizational skills (including time management)

• Proven communications, interpersonal, and writing skillsin English.

• Experience in using computers and office software packages including Microsoft Office (Word, Excel, PowerPoint) and Google/Gmail, and handling of web-based management systems.

Languages: 

Fluency in English is required. Working knowledge of another UN language an asset.
