Purpose of consultancy:
The purpose of the consultancy is to support the UNFPA Bangladesh Representative with programme coordination, communications, advocacy and knowledge management and executive support to the Representative.
The 9th UNFPA Country Programme has placed an increased focus on upstream work, including stronger policy-advocacy and communication and increased quality of knowledge management within the organization. The consultant will be expected to manage communications, advocacy, knowledge management working together closely with programme colleagues and reporting directly to UNFPA Bangladesh Representative
Scope of Work:
The following is an indicative but not exhaustive list of tasks that the consultant shall undertake to achieve the aforementioned purpose:
Key work areas
- Prepare briefing notes, speeches, statements, message and background documents for the Representative as requested prior to meetings and events.
- Support the preparation and review of correspondence for the Representative
- Organize, manage and prepare proposed results for meetings with government, UN agencies and donors.
- Actively engage with programme staff to acquire information on substantive project development and implementation, as and when required.
Prepare and review agendas for regular meetings of all staff, and Country
- Management Team (CMT), including the preparation of documentation and minutes, ensure required follow-up on matters arising from the meeting.
- Work with Communications Team to prepare for Annual work plan for 2018 communications, advocacy and knowledge management.
- Develop knowledge management materials including fact sheets and policy briefs to meet proposed results.
- Identify and synthesize best practices and lessons learned directly linked to country policy and programme goals and use for fund raising.
- Prepare a systematized learning framework and information storage system easily accessible to capture all lesson learned.
- Lead regular documentation of good and best programme/project practices and sharing with regional and headquarters offices.
- Analyze and provide research and information on donors, prepare reports on donors strategies and support development of winning proposals in coordination with the appropriate thematic unit of UNFPA.
- Device and roll out a communication culture and capacity building.
- Coordinate capacity building and information sharing with national and international media on UNFPA relevant issues in cooperation with National Communications Officer.
Any other relevant activities/responsibilities as assigned by the Representative
Deliverables and how the work will be delivered:
The consultancy is under the direct supervision of the UNFPA Representative or OIC .
All the reports and documents prepared during the assignment is the property of UNFPA Bangladesh. The reports/documents or any part cannot be sold, used and/or reproduced in any manner without prior written approval of UNFPA. During the consultancy, if additional time is required to complete the assignment beyond the time previously agreed, UNFPA’s written approval will be required.
Qualifications and Experience
Education:
- Master’s Degree degree in communications, public health, development studies, social sciences or related field
Knowledge and Experience
- 5-7 years of relevant professional experience in communication and advocacy, including experience in a developing country
- Prior advocacy, communication and knowledge management work experience with the UN/UNFPA is considered a strong advantage
- Website management an asset
- Fluency in English, excellent writing and oral communication
skills
- Proficient in computer applications: MS Word, MS Excel, MS Power Point
Services to be provided by UNFPA
The consultant will be based in the UNFPA CO in Dhaka. Work will be delivered as required by the CO.
Payment Schedule
Monthly payment based on Work plan deliverables, DSA will be applicable while travel to district as per UN/UNFPA’s corporate policy
Other relevant information or special conditions, if any:
- Any changes in the TOR or the work plan, if required, will be subject to consultation between UNFPA and the Consultant.
- The deliverables will be treated as UNFPA property. The title right, copyright and other rights of whatsoever nature in any material produced under the provision of the consultancy shall be vested exclusively with UNFPA.
- The tools, report or documents or any part, cannot be sold, used, or reproduced in any manner without the prior written approval of UNFPA.
