The Position: 

The Family Planning Adviser (FPA) will act as the senior most adviser on family planning in UNFPA Nepal. S/he will provide strategic guidance and oversight across all the family planning projects funded under UNFPA regular and other resources and will ensure synergy and linkages with all other relevant projects activities including on maternal health, adolescent health and gender equality, working in close collaboration with concerned staff.

The FPA will lead and manage the family planning programme and ensure that the strategies produce optimal results as per the UNFPA’s 8th Country Programme 2018-2022 and relevant bilateral agreements and are aligned with the National Health Sector Strategy (2016-2021) and the Nepal Costed Implementation Plan on Family Planning (2015-2020).

S/he will work in close collaboration with all the key stakeholders in particular the Ministry of Health and Population, the implementing partners, and the FP2020 partnerships in Nepal to advance family planning as a part of the sexual and reproductive programme. The FPA will work under the overall direction and supervision of the UNFPA Deputy Representative and will directly supervise up to 5 programme officers.

Job Purpose:

The purpose of this appointment is to leverage the family planning programme in Nepal as a key strategy for reducing maternal mortality and safeguarding reproductive rights. The FPA will be expected to engage in policy and advocacy work and promote sustainability of the family planning programme through health financing. S/he will support the implementing partners in capacity building and service delivery efforts and will contribute to strengthening coordination among the key national and international family planning partners in Nepal.

Currently, UNFPA has two major projects in family planning. They include 1) UNFPA Family Planning Project (UNFPP), funded by the UK government (DFID) and implemented at the national and sub-national level covering eight districts; 2) UNFPA Supplies, a global Trust Fund, which ensures a reliable supply of quality contraceptives and maternal health commodities and aims to build capacities for supply chain management and quality reproductive health services. Both projects are implemented in close coordination with Government of Nepal/Ministry of Health and Population and its respective divisions. The UNFPP will continue up to 2020/21 and UNFPA Supplies will continue up to 2020. 

Requirements:

Qualifications and Experience

Education: 

 Advanced University Degree in Public Health or Medicine.

Knowledge and Experience:

At least five years of progressively responsible professional working experience in policy advocacy work and in managing health programmes, preferably with experience in sexual and reproductive health, family planning, supply chain management (SRH/FP/SMC).

Current knowledge in decentralization of health system, of the federal context in Nepal, and of the latest developments in the field of SRH/FP/SCM is preferable.

Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches of national and international actors.

Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA.

Good written skills and ability to elaborate reports, document and disseminate good practices and programme successes for further dissemination.

High degree of proficiency in both written and spoken English and Nepali essential.
