The Position
The Monitoring and Evaluation Specialist is located in Bamako and reports to the SRHR/GBV project Coordinator/ Gender Specialist. The M&E Specialist will work in close cooperation and coordination with the Spotlight Initiative (SI) program team in the country office. He/she will work closely with the component leads and the entire team and national counterparts to ensure M&E aspects are well internalized and applied. The M&E Specialist will participate actively in M&E mechanisms established as part of the UNDAF and joint UN programming processes.

Qualifications and Experience
Education:
Advanced university Degree in Social Sciences, Public Health, Population, Demography, Development, Economics, Statistics or Public Administration, with research experience.
Knowledge and experience:
- At least 5 years of increasingly responsible professional experience in development;
- Experience in monitoring and evaluation will be an advantage;
- Proficiency in current office software applications;
- Familiarity with UN or UE policies and principles will be an advantage;
- Strong analytical and strategic thinking and a commitment to results;
- Ability to organize work effectively and to meet planned deadlines;
- Demonstrated ability to work harmoniously with persons of different backgrounds in multicultural environment;
- Must possess negotiations skills;
- Experience working with government implementing partners;
- Familiarity with government planning processes and systems;
Language:
Fluency in French is required, working knowledge of English, may be an asset.
