Job Setting:
Under the general supervision of the Representative and direct supervision of the Deputy Representative, the Health Systems & Governance Analyst will serve within the Office of the Minister of Health with collaborations with UNFPA and DfID’s National School of Governance (NSGi) team to support a multi-disciplinary management team in the Ministry of Health to advance the national health sector reform agenda. The Health System & Governance Specialist will provide technical assistance, policy guidance and programme support on health system strengthening and health governance elements that will enable effective and efficient delivery of quality and equitable integrated health services.
Job Purpose:
The Health Systems & Governance Analyst will support the implementation of the “Health Systems Strengthening Programme” in relation to the GRZ Ministry of Health (MoH). The programme aims to improve communication, coordination and capacity within the GRZ Ministry of Health both at HQ level and in relation to Provincial Administration. The Health Systems & Governance Analyst will operate on a “Strategic” level to assist the Minister translate his vision of healthcare reform into agreed activity that is then subsequently translated and actioned by the MoH Senior Management Team. The Analyst will support the Ministry to capture and share relevant information with the Cooperating Partners (CPs) as may be required.
Education:
Master’s degree in Business Administration, Public Administration, global health, or other related social science field.
Knowledge and Experience:
- Minimum of 2 years professional experience as a Public Servant gained at a senior level in working with government institutions, and/or donor institutions.
- Extensive knowledge and experience of implementing transformational change within a public service context. This will include international experience gained in a variety of countries and with strong supporting evidence of successful outcomes and impact.
- A detailed knowledge and understanding of the Zambian Public Service would be an advantage but is not essential
- Should have demonstrable strategic Human Resource Management and Administrative experience gained at a senior level.
- Must have well developed and demonstrable communication and influencing skills and be able to successfully engage and effectively influence at the highest level within government.
- Have credibility and demonstrable integrity that is immediately recognised and respected by the GRZ counterparts
- Should demonstrate independence, and ability to provide exceptional leadership in national institutions and reform agenda.
Languages:
- Fluency in oral and written English.
- A second UN language is an asset.
