The Position:

The Programme Specialist oversees Reproductive and Maternal Health programme formulation and management, joint programming initiatives and national development frameworks. You will be a key member of the Sexual Reproductive Health and Rights Programme Unit and collaborate with the four other programme units (Youth and Adolescents, Gender, Population and Data, and Sexual and Reproductive Health (SRH) and Gender Based Violence (GBV) in Humanitarian Crisis) to ensure synergies among the units. In addition, you will work closely with the Country Office’s operations and administrative support units.

You will report to the UNFPA Assistant Representative.

Job Purpose:

Working in the Afghanistan Country Office (CO) environment, you will ensure the effective management of UNFPA activities in the areas of sexual, reproductive and maternal health and rights, as well as its linkages to overall population and development, and to gender equality and gender based violence.

Employing your programme management experience, you will oversee the work of the programme team in the areas related to sexual, reproductive, and maternal health as well as consultants, advisors, and experts for specific assignments. You will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies, civil societies, and UNFPA implementing partners to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.

Requirements:

Qualifications and Experience

Education: 

Advanced degree in Public Health

Knowledge and Experience:

 Five years of increasingly responsible professional experience and   responsibilities at national level in the field        of sexual and reproductive and maternal health; population activities

 Experience in programme/ project management including experience in large multi-sector projects, designing and    appraising proposals and actively liaising with relevant and potential project partners; advocacy at the national policy    and strategy

Strong track record of technical leadership and proven ability to demonstrate results;

Experience in drafting and implementing legislation

Clinical and Field experience is an asset

Languages:

Fluency in English is a strong requirement. Knowledge of Dari and/or Pashto is required.
