ORGANIZATIONAL LOCATION:

The post of the National Programme Officer Reproductive Health is located in the UNFPA Angola Country Office. Under the overall guidance of the UNFPA Representative and the direct supervision of the Assistant Representative, the NPO for Reproductive Health will be providing technical and programmatic support to Implementing Partners, in accordance with the principles of results based management and good governance to reinforce the quality of the Reproductive Health and Rights component of the UNFPA Country Programme in Angola

DUTIES AND RESPONSIBILITIES:

A. POLICY, ADVOCACY AND COORDINATION
• Provide technical and programme support to UNFPA-assistance programmes in the thematic area of reproductive and sexual health, including family planning, maternal health and sexually transmitted infections sexual and gender-based violence, and reproductive rights.
• Provide substantive leadership and inputs into the design, implementation, monitoring and evaluation of programmes to increase national HIV prevention coverage with quality evidence-based comprehensive intervention packages, within the context of the National Strategic Framework for HIV and AIDS (NSF), taking into account socio-cultural factors. Working in close collaboration with National and state governments, UN Agencies, NGOs and other partners to ensure that appropriate national capacities are developed for the scaling up prevention programmes.
• Guide the development and implementation of policies and strategies for further scaling up the HIV prevention activities of UNFPA in close collaboration with National and state governments, UN Agencies, NGOs and other partners.
• Provide technical assistance for the integration of Sexual and Reproductive Health and HIV and AIDS into one comprehensive package at the national level. Guide and support the Operationalization of the package at national and state levels.
• Design, promote and support initiatives oriented to the specific attention of youths’ needs, including family planning, prevention of adolescent pregnancy, mobilization for awareness creation  on sexual and reproductive health issues.
• Design, promote and support initiatives for the incorporation of education on sexuality in school curricula, at  primary and secondary school at the adequate level.
• Assist and advise the Representative and Asst. Representative in planning and organizing work related to RH issues, in the context of the National Health Policy.
• Evaluate the soundness of strategies and programme implementation approaches used in the area of Reproductive Health Commodities Security (RHCS).
• Whenever deemed necessary, provide technical assistance for international consultants working with UNFPA in the area of RH.
• Support  the UNFPA Country Office (CO) in the implementation of project activities, including research, assessment and M&E of existing projects and those  being developed.
• With the support and guidance of the M&E focal point, implement the AWP monitoring activities jointly with the implementing partners and prepare the monitoring reports in use at the Country office.
• Help identify emerging RH issues and draft proposals for appropriate action.
• Participate in national and regional advocacy efforts in favor of RHCS.
• Assist  in the design and preparation of documents for the RH component, particularly those required by UNFPA and other bilateral and multilateral donors.
• Review and harmonize annual implementation plans and budgets from Implementing Partners (IPs) on the RH  component of the CP and follow up on disbursement of funds  and recording of expenditures.
• Review requests for advance of funds and  expenditure  reports from IPs.
• Assist CO in elaborating and implementing organizational plans including RH issues.
• Draft monthly progress reports.
• Represent UNFPA in working groups/ technical committees, meetings and works related to the four outputs of the Reproductive Health and Rights component of the Country Cooperation Programme and submit reports.

B. CAPACITY DEVELOPMENT PARTNERSHIPS
• Work closely with Government counterparts, UN agencies, NGOs and Civil Society institutions at national and provincial levels, to promote an integrated approach and implementation of Country Programme interventions in the area of Reproductive Health.
• Participate and represent the CO in technical meetings related to RH and submit reports.
• Interact with key stakeholders and maintain a solid network of partners involved in RH activities.
• Participate in the planning of  national capacity building activities and coordinate training as per the planned schedule.

C. EVIDENCE, KNOWLEDGE DEVELOPMENT AND DISSEMINATION
• Advocate for collection, analysis and use of basic Reproductive Health and Rights information.
• Keep abreast of latest developments on relevant RH substantive and policy issues in order to share knowledge with UNFPA  staff members and its counterparts.
• Document good practices and promote knowledge sharing and south-south cooperation in the RH area, such as Maternal Mortality, Health Sector reform, integration of SRH and ASRH into relevant policies among others.
• Strengthen evidence-based programming and policy dialogue to improve the implementation of the Angola National Health Development Plan.
• Provide technical assistance to strengthen the national health information system and its monitoring and evaluation.

D. RESOURCE MOBILIZATION AND PARTNERSHIP
• Identify funding opportunities and help UNFPA Country Office to mobilize resources for HIV/AIDS programmes and activities.   Support UNFPA Representative to dialogue and lobby with major funding organizations and development partners to leverage SRH/HIV/AIDS funds towards prevention-including condom programming, and to reach young people, women and girls and vulnerable groups.

 

QUALIFICATIONS AND EXPERIENCE

• Master’s degree in public health, medicine, or other related science field. The degree must be directly related to the substantive area identified in the job description of the post.
• 5 to 7 years professional experience preferably in programme/project management in the public or private sector for Reproductive Health related issues.
• Fluency in oral and written English and Portuguese
• Proficiency in current office software applications and corporate IT systems.
• Angolan citizen
