The Policy, Strategic Information and Planning Branch of the Policy and Strategy Division (PSD) in New York is responsible for managing the UNFPA policy and procedures manual, development of key programme policies and partner management. The consultant will be tasked with putting in place measures and systems to effectively manage the policy and procedures manual, clear agreements and develop training materials and programme guidance related to partner management.

Job Purpose:
The consultant will provide support to the policy specialist by undertaking specialized legal input and review of partner agreements, creation of change database and proposed alternate language, provide support for the management of the policy and procedures manual and providing substantive input into partner management and policy development.
You Would Be Responsible for:
The consultant is expected to complete the following tasks, categorized by areas of work:
- Agreements:
- Liaise with relevant divisions and Legal to clear revisions to legal agreements
- Analyse existing UN agency agreements and propose harmonized format for discussion at the interagency level
- Create log of past requests for changes to the IP agreement
- Analyse past requests for changes to templates and create a database of common changes to facilitate future requests
- Management of Policy and Procedure Manual
- Develop process for systematic archiving and storing archived policy documents
- Design and develop a database for archived policies with effective dates and links to the relevant policy
- Provide substantive input on new or revised policies and review for consistency with other policies in the PPM
- Manage the PPM repository of documents and bring it up to date
- Provide coordination support to the Policy Committee Secretariat
- Partnerships:
- Analyse existing selection templates on the UNPP and of other agencies and propose harmonized format for discussion at the interagency level
- Design training slides for IPs based on the Working with UNFPA manual
- Troubleshoot Partner registration system issues and assists country offices with requests; including managing department approvers
4. Provide support to the supervisor in any ad-hoc policy related tasks.
Required Knowledge and Experience:
The consultant must have strong analytical skills, excellent communication – verbal and written and superb attention to detail, as well as past research and policy work. In addition, the consultant will be expected to be/become very familiar with UNFPA policies.
- Masters degree in international relations, international development, public administration, or law
- 3 years progressively responsible professional experience in development assistance programmes, policy or law
- Strong verbal and written communications skills.
- Knowledge in reproductive health, population and development, gender, advocacy, management and evaluation.
- Excellent document management and fluency in google suites
- Systematic, good organizational skills.
- Attention to details, maintaining quality while working under tight deadlines.
- Fluency in English.
- Additional desirable skills
- Experience in UN/UNFPA programming processes;
- Experience with contracts or legal agreements;
- Experience working with and creating databases;
- Familiarity developing user guides and training materials.
- Working knowledge of French and/or Spanish.

Compensation, Duration and Location
This position offers an attractive remuneration, paid monthly, for 70 working days in New York, USA.
