Job Summary

The Government of Uganda launched the Demographic Dividend Roadmap in 2018 which prioritizes strategic interventions in the areas of: increasing demand and expanding access to family planning, preventive health and national health insurance, keeping girls in school especially to a minimum of 11 years/ up to Senior 4 to delay the on-set of child bearing. As a step towards implementation of this roadmap, UNFPA worked with National Planning Authority and National Population Council to mainstream the demographic dividend strategic interventions/indicators into the national compliance tools. Assessment of plans and budget framework papers for Demographic Dividend will inform subsequent engagements in financing and implementation of Demographic Dividend.  Currently under the RISE/DFID programme, UNFPA has been working with six sectors and twelve districts. Evidence generated from the various assessments, will be used to strengthen the capacity and appreciation of the implication of the various socio-economic-/ and health indicators from a human rights perspective. 

As part of a new Partnership Agreement between the Government of the Netherlands and UNFPA which aims at providing integrated SRHR services to the most vulnerable women and girls in West Nile, UNFPA will recruit a Senior Advisor to support National Population Council in implementing both the National Demographic Road Map and the newly adopted National Population Policy. 

You will report directly to the Country Representative.

Qualifications and Experience

Education:  

Advanced degree in humanities, health policy, communication, population studies or other related field.

Knowledge and Experience: 

  • The incumbent will have at least 7 years of experience and exposure in providing policy-advisory or consulting services to senior leadership in public or private sectors. Whereas a technical expertise in demography / population studies or economics is desirable, the incumbent will have to possess skills and competencies in managing various degrees of complexity and to possess a strong leadership acumen. 
  • Specifically the incumbent will have to demonstrate a high degree of flexibility and adaptability and which enable her / him to connect the dots strategically among and in between different systems and dimensions of decision-making. The incumbent will also have to demonstrate dynamism and openness to differences as well as a high acumen of innovation an creativity. Strategic communication skills and the ability to articulate ideas clearly and simply, coupled with excellent writing skills are a must. 

Languages: 

Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
