The Position:

The Programme Specialist, Gender provides strategic, technical and programmatic support for the Expanding Choices: Gender-Responsive Family Policies in the Western Balkans and Moldova project and the region in the area of gender equality, with a focus on engaging men and boys and gender-based violence. You will work under the direct supervision of the Regional Gender Advisor.

Job Purpose:

This role will focus on two key areas: 1) programme support to the Expanding Choices: Gender-Responsive Family Policies in the Western Balkans and Moldova project and 2) provision of integrated programme and technical support to Country Offices and the Regional Gender Programme.

UNFPA will be launching a three-year project focusing on engaging the private sector and governments in the promotion of gender-responsive family policies in the Western Balkans and Moldova. The majority of women in the region face a critical decision between choosing a career or having a family. Due to factors such as limited parental leave, lack of flexible working conditions, inaccessible childcare, and male biases in human resources practices within companies, many women are unable to realize both their career aspirations and have the number of children they want. This is further compounded by discriminatory gender norms, placing the burden of unpaid care work on women, further limiting their employment opportunities and desires.

Education: 

Advanced Degree in Public Health, Sociology, Public Administration, or other related fields.

Knowledge and Experience:

5 years of increasingly responsible professional experience in the substantive technical area (gender), of which at least two years at the international level;

Strong technical knowledge of working with government, private sector and civil society to promote gender equality. Experience working on gender-responsive family policies an asset;

Demonstrated experience designing and implementing evidence-based strategies;

Experience in the Eastern Europe and Central Asia region is a strong asset;

Experience providing remote technical and programme management support to Country Offices;

Proven ability to produce demonstrable results;

Proven experience in gender fundraising, proposal submission and donor reporting;

Ability to work in teams and in a multidisciplinary, complex and multi-country programme environment.

Languages:

Fluency in English is required, knowledge of other languages spoken in the region is an asset.
