Position Summary:

The RHCS/FP Programme Specialist ensures the effective management of UNFPA activities in the areas of reproductive health specifically RHCS and FP. S/he oversees programme formulation, implementation and evaluation, joint programming initiatives and national development frameworks. S/he leads the programme team in providing technical advice and support to the Ministry of Health and collaborates with the CO’s operations and administrative support staff.  S/he oversees the achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.

The Programme Specialist oversees the work of the programme team as well as consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to contribute to achieving UNFPA’s mandate.

Qualifications and Experience:

Education:
  • Post-graduate university degree in medical, pharmacy, procurement, logistics, supply chain management or equivalent education.
Knowledge and Experience:
  • Five to seven years with increasing professional experience and responsibilities, at national level, in logistics systems, public sector pharmaceutical supplies management with direct experience relating to health and logistics management of family planning programmes
  • Knowledge of supply management: forecasting, warehousing, distribution, transportation, logistics information systems and electronic Logistics Information Systems (eLMIS)
  • Significant public procurement and supply management experience related to the Health Sector (pharmaceuticals and non-pharmaceutical medical supplies) and other funding mechanisms emphasising donor co-ordination/harmonisation
  • Significant experience in procurement and supply management, advisory services and capacity building in logistics covering the full procurement cycle
  • Health sector-specific experience including public health systems, health commodities sup,y market, logistics and inventory management related to pharmaceuticals and medical supplies based on sound Supply Chain Management principles.
Languages:
  • Fluency in English is required. Knowledge of Kiswahili and any other UN language is desirable.
