The Position:
Under the direct supervision of the UNFPA Country Representative, and guidance of Assistant Representative and Operations Manager, the Monitoring and Evaluation (M&E) Officer leads the substantive contribution to the Senior Management Team on effective planning, formulation, quality assurance, monitoring, and regular results reporting of UNFPA Country Programme for the Philippines 2019-2023, as well as evidence generation, knowledge management and communications related to UNFPA activities in the areas of sexual and reproductive health and rights, adolescents and youth, gender-based violence, population and development, and humanitarian. The M&E Officer supports UNFPA Representative with analysis and assessment of relevant political, social and economic trends related to UNFPA’s mandated areas of work. S/he leads UNFPA inputs to the UN Country Team on the monitoring and evaluation of the UN-wide Partnership Framework for Sustainable Development.

Job Purpose:
The Monitoring and Evaluation (M&E) Officer will be responsible for the coordination and operationalization of results-oriented planning, formulation, budgeting, implementation, quality assurance, monitoring and evaluation, and regular results reporting of UNFPA Philippines programme and projects. The M&E Officer is responsible for improving the quality and results orientation of UNFPA-supported policy advocacy and capacity development interventions and in developing national/local institutional capacities for monitoring and evaluation. The M&E Officer is responsible for establishing and maintaining the results-based management system and tools for UNFPA Country Office performance to deliver on the 8th CP and organize evaluations for the programme and project including humanitarian response as required. S/he will work closely with the Outcome Leads and the entire country office team (both in Manila and in the field) and national counterparts to ensure M&E aspects are well internalized and applied. The M&E Officer will participate actively in UN-wide M&E mechanisms established as part of the PFSD (UNDAF) and joint programming processes.
Requirements:
Qualifications and Experience
Education:
Master’s degree in Social Sciences, Demography, Economics, Applied Mathematics, Statistics, Public Health, Population, Management, Development Studies, Gender Studies, International Relations, Political Science, Public Administration or Law with experience on monitoring and evaluation, research, data collection and analysis of data, with five (5) years of relevant professional M&E/RBM experience, preferably with an international organization or Government; or
Bachelor’s degree in a relevant field mentioned above combined with seven (7) years of relevant professional M&E/RBM experience, preferably with an international organization or Government.
Knowledge and Experience:
Required years of work experience (as stipulated above) in Monitoring & Evaluation and results-based management of programmes/projects on health, gender, youth and/or population and development
Familiarity with UN/UNFPA policies, procedures and tools for M&E/RBM
Experience working with national/local government on M&E/RBM and/or research
Prior experience in development assistance at the international/regional level, an asset
Proficiency in office software applications
Languages:
Fluency in oral and written English and national language (Tagalog).
