PLEASE NOTE THAT THIS VACANCY IS OPEN TO NATIONALS OF PHILIPPINES ONLY.
The Position:
The Field Programme Analyst - SRH is responsible for providing technical and programmatic inputs to the planning, conceptualization, implementation, monitoring and evaluation of sexual and reproductive health (SRH) initiatives of the Country Office in the field, especially the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
You will maintain collaborative relationships with the government, non-government organizations, civil society, multi-lateral and bilateral donor agencies, co-United Nations agencies, programmes and specialized agencies and other development organizations.
You will report directly to the SRH Policy Specialist.
How you can make a difference:
UNFPA is the United Nations sexual and reproductive health agency. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. In 2019 UNFPA marks its 50th anniversary. Since the International Conference on Population and Development in 1994, UNFPA has been assisting countries with implementing the ICPD Programme of Action to put sexual and reproductive health and rights and population dynamism as the foundation of sustainable development. UNFPA globally is promoting commitments to achieving three transformational goals by 2030 - ending preventable maternal deaths, ending unmet need for family planning, and ending gender-based violence and other harmful practices against women and girls including child marriage.
In the Philippines, UNFPA has started its new five-year 8th Country Programme 2019-2023. The 8CP is tightly aligned with the mid- and long-term development goals of the Philippines, as detailed in the Philippine Development Plan 2017-2022 and Ambisyon Natin 2040, as well as the global Agenda 2030 including the Sustainable Development Goals (SDGs).
In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction.
Job Purpose:
You will ensure the effective management and coordination of UNFPA projects and activities in the area of Sexual Reproductive Health in the field, especially in BARMM. You will work on project formulation, implementation and evaluation, joint programming initiatives and regional development frameworks. You will aim at strengthening and reinforcing UNFPA's lead role in SRH through provision of high quality technical assistance to government and non-government counterparts. You will ensure provision of the needed technical support and guidance towards promotion of integrated and quality Reproductive, Maternal, Newborn and Adolescent Health (RMNAH) into the development-humanitarian-peace building nexus.
You will provide technical support to the regional authorities, local authorities, local development partners and implementing partners to ensure optimal program implementation, effective use of resources, quality tracking of results, adequate coordination, advocacy for policy change and clear communication of UNFPA mandate, work and results in the region across humanitarian and development settings.
The technical and coordination work expected from the Field Programme Analyst - SRH shall primarily be in line with the Philippine Development Plan (PDP) 2017-2022, the Responsible Parenthood and Reproductive Health (RPRH) Law, the Department of Health’s (DOH) National Objectives for Health (NOH), the Bangsamoro Organic Law (BOL) and the UNFPA 8th Country Programme of Assistance to the Philippines 2019-2023.
