The SDES Project Operations Specialist is located at the UNFPA Country Office. He/she is under the overall supervision of the Country Office Representative and directly supports the Census Technical Specialist in the performance of his/her duties/functions. She/he assists the Census Technical Specialist in the implementation of Socio Demographic and Economic Survey (SDES) related functions and provides leadership and advice to the Country Office (CO) personnel on all operations aspects related to planning, implementation, monitoring and reporting of SDES activities.  He/she will work closely with the Central Statistics Organization (CSO) to coordinate implementation of the project in accordance with UNFPA’s Guidelines, Policy, and Procedures.

Job Purpose

Under the overall supervision of the Representative and direct supervision of the Census Technical Specialist, and in close coordination with the programme and the operations team, the Project Operations Specialist will provide support on SDES operations management, procurement, human resources, logistics, finance and administrative issues. The Project Operations Specialist reports to the Census Technical Specialist and manages the day to day and long term operations and works in support of the technical functions of the project. The incumbent should at all times maintain a line of communication with the Representative, Technical Specialist, International Operations Manager and Assistant Representative for Population and Development activities on operational aspects of the project.

Education: 

• Advance university degree (Master’s Degree or higher) in Business Administration, Public Administration, Management, Political Science or a relevant field

Knowledge and Experience:

• At least 5 years relevant experience in procurement, finance, accounting, asset and inventory management, human resources or related field of work. Prior experience with the UN system or an international NGO is desirable.
• Computer literate in Microsoft Office;
• Initiative and sound judgment; dedication to the United Nations principles and demonstrated ability to work in harmony with persons of different national and cultural background;
• Ability to build constructive relationships with the Government and other local authorities;
• Proven management and administrative skills;
• Demonstrated willingness and competence to travel to the field whenever necessary.
