Summary of the Position

The Republic of Sierra Leone is in the process of undertaking its fifth National Population and Housing Census (PHC). The main Census enumeration was conducted in December 2015. The United Nations Population Fund (UNFPA) jointly with UN agencies and other Development Partners is supporting the Government of Sierra Leone in conducting this census to enable national technical and management capacities in Sierra Leone to plan and implement high quality PHC in accordance with scientifically established and internationally recognized standards and procedures. Results of this PHC will be used for development planning for raising the standard of living of the population of Sierra Leone, good governance and maintaining equity and equality among all population subgroups.

STATISTICS SIERRA LEONE places a high priority on the availability of timely and reliable information with which to monitor the situation within Sierra Leone. Statistically sound and internationally accepted data are essential for developing evidence-based policies and programs, as well as for monitoring progress towards national goals and global commitments, including the Millennium Development Goals (MDGs).

In order to be able to support the country Census with data processing work, Statistics Sierra Leone is seeking to hire a Technical Specialist (Census Data).  The Specialist will assist Statistics Sierra Leone to capture the 2015 census data. The incumbent will also support Statistics Sierra Leone to implement an Enterprise Documents and Records Management System to archive and manage the paper questionnaires and other related documents.

Qualifications and Experience

  • Knowledge and experience with census data processing software (CSPro, REDATAM, etc.), demographic data analysis (MORTPAK, FERTPAK, PAS),Statistical packages (SPSS, STATA) and population projection programs (People, Spectrum, RUP).
  • Communication skills especially for transfer of knowledge.
  • Minimum 7 years experience in data processing for censuses/household surveys. 10 years, preferred.
  • Extensive knowledge of CSPro and SPSS/STATA software.
  • Familiarity with the IHSN Microdata Management Toolkit  is required.
  • Must be familiar with the data processing approach of census and/or Demographic and Health Surveys (DHS)
  • Demonstrated training experience
  • Experience of working in developing countries.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships with national partners.
