Organizational Location
The RHCS Specialist post is located in Sana’a. Under the overall direction of the UNFPA Representative for Yemen and direct supervision of Deputy Representative, the incumbent will be responsible for RHCS, including RHCS/ Supply Chain Management in humanitarian situations. The RHCS Specialist works in close collaboration with RH Coordinator in Sana’a, International Programme Coordinator in Aden, Logistics Manager in Djibouti, Programme Officers, Operations staff and counterparts at the Regional Office and HQ. The RHCS Specialist works in an integrated manner with other UN Organizations, technical staff in host government and civil society organizations to ensure successful implementation of UNFPA- supported programmes. During the humanitarian crisis, RHCS Specialist works in partnerships with other cluster coordinators.
The primary roles of the RHCS Specialist are:
- Provide leadership and technical support to national efforts to analyze RH commodity security systems,
- Design the health commodity supply logistic in line with the health priorities, and the national RHCS plans.
Responsibilities of the RHCS Specialist include: to support the implementation of the UNFPA Yemen RHCS programme by undertaking leadership on RHCS programme coordination and monitoring, including RHCS during the crisis; to identify new and emerging needs and optimize RH supply chain management; to develop and maintain partnerships among other agencies, clusters and within Health Cluster during the crisis;
Education:
Post graduate degree in medicine, pharmacy, logistics, supply chain management or any relevant education;
Knowledge and Experience:
- 7 years of work experience in increasing responsibilities at the national level in SRH ideally, in logistics systems, public sector pharmaceutical supplies management of which 5 years of work experience should be in developing countries with direct experience relating to health and logistics systems and management of family planning programmes. Also experience in public sector pharmaceutical program management at national level, especially in policy & management, Selection, Access, Quality Assurance and Rational Drug Use is strongly desired;
- Extensive knowledge of supply management: forecasting, warehousing, distribution, transportation, logistics information systems and eLMIS;
- Significant public procurement and supply management experience related to the Health Sector (pharmaceuticals and non-pharmaceutical medical supplies), and other funding mechanisms emphasizing donor coordination/harmonization and in challenging situation;
- Senior-level procurement and supply management and advisory services covering the full procurement cycle and significant experience in logistics capacity building, covering the full procurement cycle;
- Health sector-specific experience, including: Experience with Public Health systems in developing countries, Health Commodity Supply Market, Logistics and inventory management related to pharmaceuticals and medical supplies, based on sound Supply Chain Management principles;
- Demonstrable knowledge of RHCS issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors;
- Experience in program management;
Languages: Proficiency in English. Advanced Arabic is an asset
