This policy applies to all UNFPA activities and operations. It aims to prevent, detect and address acts of fraudulent and other proscribed practices involving UNFPA staff members, individual independent contractors, suppliers, implementing partners, and any third parties with which the UNFPA has a business relationship.

Furthermore, it explains the circumstances under which staff members may accept an honor, decoration, favor, gift, award or remuneration from outside entities.
