Position Summary:
This Finance Associate position is located within the Accounts Section, Finance Branch of the Division for Management Services (DMS) and will directly report to the head of the Statutory Reporting Unit (SRU) under the overall supervision of the Chief of the Accounts Section.
The Finance Branch is responsible for global financial management, issuance of management and statutory reports, preparation of donor reports, support to and monitoring of field offices on all financial and accounting matters, management of corporate accounts and the continuous development of corporate financial policies and guidance. The Branch also plays a key role in the custody and oversight over appropriate use of financial resources, monitoring of expenditures and strengthening ongoing compliance with the International Public Sector Accounting Standards (IPSAS) adopted by UNFPA in 2012.
The Accounts Section currently consists of four teams – statutory reporting unit; the revenue team; the global monitoring and advisory team; and the payment team.
The SRU is currently responsible for the operationalization of the IPSAS environment within UNFPA and ongoing strengthening of compliance including drafting and revision of UNFPA accounting policies and procedures. The unit is also responsible for the coordination of annual accounts closure, preparation of Financial Statements and other statutory reports and liaison with auditors on finance related matters. As part of these functions, SRU maintains oversight over areas that were primarily impacted by IPSAS such as inventory accounting, employee benefits and lease accounting.
Requirements:
Education:
- Completion of secondary education and of UN accounting test are mandatory. Professional accounting qualification from an internationally recognized professional body or Master’s degree may be accepted in lieu of UN accounting test. In the case of Bachelor’s degree in Finance or Accounting, the successful completion of UNFPA written test is necessary;
- Candidate must pass the UN GGST/ASAT exams to be appointed;
- Candidates with a recognized professional accounting designation (CPA, CA) will have a distinct advantage;
Qualifications and Experience:
- 7 years of experience in accounting / finance related role;
- Previous experience with the UN system organizations is desirable;
- Previous experience with major ERP system, preferably Peoplesoft / Oracle is desirable;
- Good writing and communication skills;
- Proficiency in the use of spreadsheets, word processing and computerized accounting systems.
Languages:
- Proficiency in English; knowledge of French is desirable.
