Job Summary

The post of Programme Specialist, Protection from Sexual Exploitation and Abuse (PSEA) is located in Erbil Sub-Office of Iraq Country Office (CO) and reports to GBV Humanitarian Coordinator.

Job Purpose

During 2014 Operational Peer Review (OPR) review for Iraq, it was recommended to make significant step-change to bring accountability to affected people to the centre of the humanitarian response i.e. by developing an overall AAP framework which is explicit in how it ‘takes, gives and is held to account’, ensuring AAP tools for the collective response at all levels. Given this recommendation and to fulfill the commitment as humanitarian actors, the Iraq PSEA Network was established in July 2016 under the auspices of the Resident Coordinator (RC) / Humanitarian Coordinator (HC) to implement the Secretary-General’s Bulletin (SGB) on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (PSEA). On behalf of the Humanitarian Country Team (HCT), the UN Population Fund (UNFPA) and the UN World Food Programme (WFP) are the respective Lead and Co-lead of the Iraq PSEA Network.

UNFPA therefore seeks to recruit a PSEA Coordinator to support Iraq PSEA Network. The overall task of the coordinator will be to focus on development and implementation of response to prevent sexual exploitation and abuse (SEA) within UN and humanitarian workers other than UN, which includes imparting technical skills as well as coordination with larger stakeholders.

This will include; 1) strengthening of functions of inter-agency PSEA Network to ensure coordination within UN/INGO and NGOS; resulting in strong engagement with affected population (IDPs, refugees and host community), 2) Strengthening complaints mechanisms ensuring the effectiveness of mechanisms of recording, processing and referring the complaints, while engaging with local community as well as systems to protect them, 3) assist in implementing codes of conduct, and standard protocols, for PSEA Iraq Network, where not already in place, and 4) developing training material, and organizing and cascading training for agencies and organization on codes of conduct and awareness raising sessions on prevention and response to SEA; including follow up to ensure Humanitarian actors are effectively accountable to the beneficiaries in Iraq.

Job Requirements

Education: 

·         Master's degree, in international relations/humanitarian law, social anthropology or related fields;

Knowledge and Experience:

·         Minimum 5 years of relevant professional experience in humanitarian response

·         Proven knowledge of the subject area

·         Understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action;

·         Proven integrity, objectivity and professional competence;

·         Demonstrated sensitivity to cultural diversity and gender issues;

·         Excellent communication and facilitation skills; ability to work with a diverse group of stakeholders and develop consensus;

·         Excellent English skills.

·         Ability to work productively in a fast-paced environment and coping with pressure is highly desirable.
