UNFPA’s Global Emergency (Surge) Roster contains the various profiles of personnel needed in emergency and humanitarian situations.  In the event of an emergency or humanitarian crisis, candidates who are on the Roster will be deployed to the affected country (or countries) within 48-72 hours.  Candidates selected for the Surge Roster will be invited to attend a workshop and simulation exercise and will be given access to training to augment the effectiveness of the Surge team members.

The incumbent will also provide direct human resource support during the emergency continuum which may include: recruitment of international and national staff and personnel from different contract modalities including the surge mechanism, and then working closely with relevant staff in ensuring integration and on-boarding of newcomers. The incumbent will also provide necessary human resource input and guidance into the FTP and emergency fund process and any other emergency funding proposals. The HR in emergencies specialist may also act as a liaison between DHR-NY, the Regional HRSP, and relevant staff in country office in ensuring appropriate resources and support are available for the health, safety and wellbeing of all staff and personnel. Finally, where appropriate the specialist will provide input into transitioning outside of the emergency and may support necessary realignment activities and longer term HR planning needs.

Qualifications and Experience:

  • Undergraduate Degree in Human Resources Management, Business Administration or other relevant professional certification in human resources management;
  • Because of the varying levels of capacity needed from a HR practitioner during emergencies, we are seeking both national and internally experienced practitioners, thus could include experience as an HR Analyst, Associate, Assistant, or Operations Manager.  At a minimum,  we are seeking at least two to three years of progressively responsible HRM administrative experience at the national or international level in UNFPA; 
  • Experience and knowledge of UN systems, especially UNFPA’s human resource policies and procedures; 
  • Experience in challenging and complex humanitarian/emergency setting and familiarity with Humanitarian SOP’s;
  • Proficiency in English required.
