Position Summary
The Policy, Strategic Information and Planning (PSIP) Branch is responsible for the overall coordination, development and monitoring of the UNFPA Strategic plan and its periodic review. It reports on progress towards the results in the strategic plan. It guides and promotes the collection, analysis and use of strategic information and knowledge to support strategic planning, programming and management. It manages the main global programme information database used to track corporate performance and results. It promotes culture and builds organization capacity in results-based management, including the use or results and continuous innovation and learning to improve programming.
Under the overall supervision of Branch Chief, PSIP, the incumbent of this post will be responsible for leading development of methodology for portfolio review to monitor performance of the business units within the organization and regularly present this performance to senior management to use this evidence to inform decision-making. This specifically includes expert’s advice on data parameters which needs to be included in portfolio reviews, analysis of the data entered into the system, evaluation of the key SIS performance indicators, assessment of the progress made in use of indicators between the reviews, generation and analysis of reports and provision of specialist advice to guide management actions. In execution of his/her duties, the incumbent will be working closely with the Offices of the Executive Director, Division of Management Services, Management Information Systems, Evaluation Office; Office of Internal Audit and Investigation Services and Regional Offices.
Qualifications and Experience
Education:
Advanced university degree in social science, statistics, public health, or related field.
Knowledge and Experience:
- 7 years of experience in, performance assessment, programme monitoring and evaluation. Experience in population and development programming, performance audit, and experience and knowledge of field operations is highly desirable.
- Sound knowledge of development environment and knowledge of UNFPA’s operational environment desirable.
- Excellent analytical, communications and organizational skills required.
- Strong computer skills, including in spreadsheets and database management software, such as MS Excel and MS Access, and statistical packages such as SPSS required.
Languages:
- Fluency in English required.
- Working knowledge of French or Spanish highly desirable.
- Knowledge of other official UN languages an asset.
