UNFPA Oversight Policy - January 2015

The oversight policy aims to encourage good governance, create the necessary environment of accountability and transparency in UNFPA and ensure that UNFPA operates effectively and efficiently while continuously improving its performance.

This guide offers some theoretical background on what are the main features of a fully-operational monitoring and evaluation (M&E) system. It also provides guidance to the evaluators throughout the process of assessing the M&E system.

The Policy Procedures for Programme and Financial Monitoring and Reporting related to workplan management has been merged into the Policy and Procedures for the Preparation, Management and Monitoring of Workplans. The high level monitoring will be issued in an upcoming policy.

This policy highlights the prohibited conduct for harassment, sexual harassment, and abuse of authority. It provides information on dispute resolution, responsibilities of personnel, managers and supervisors, and UNFPA. In implementing this policy, UNFPA will act consistently and take the appropriate administrative, investigative, and disciplinary action required, regardless of the personnel's function, title, length of service, and contractual status.

This policy applies to all UNFPA activities and operations. It aims to prevent, detect and address acts of fraudulent and other proscribed practices involving UNFPA staff members, individual independent contractors, suppliers, implementing partners, and any third parties with which the UNFPA has a business relationship. 

Establishes the framework for discipline in UNFPA. It explains UNFPA’s disciplinary measures, as well as due process during the investigation process and the disciplinary process.

This policy details information on the provision, management and coordination of headquarters real estate, building and administrative services including office supplies, reprographic services, circular, space management, building maintenance, mail, pouch and courier, conference, travel, and headquarters vehicle services, as well as environmental sustainability and greening measures.
