This evaluation is an independent assessment of the UNFPA overall response to the Syria humanitarian crisis including its contribution to the Whole of Syria approach. The evaluation particularly draws lessons from UNFPA past and current Syria humanitarian crisis responses and recommends the way forward for future humanitarian responses, both in the sub region and elsewhere.
 
The evaluation covers all UNFPA humanitarian interventions targeting populations affected by the conflict in Syria from 2011 to 2018, both within Syria and in neighbouring countries (Egypt, Iraq, Jordan, Lebanon and Türkiye).
 
The 29 findings of the evaluation relate to the evaluation's ten questions, clustered around key evaluation criteria such as relevance, coverage, cordination, coherence, connectedness, efficiency and effectiveness.

While some parts of Syria stabilize, the cumulative effect of the conflict necessitates the continuation of reproductive health and gender-based violence services to the 11.7 million people in need inside Syria and the 5.7 million who remain refugees in Türkiye, Lebanon, Jordan, Iraq and Egypt.
