DMS requires the engagement of 3 (three) consultants to: (i) allow completion of activities reflected in UNFPA's Internal Control Framework (ICF) 2017 project plan, including those related to the implementation of a more effective fraud risk management process, and (ii) support the performance of certain recurring Headquarters internal control functions. Completion of these activities is critical to address expectations and requirements of the UNFPA Executive Board and of the different internal and external oversight bodies.

Global Programming Systems (GPS II), Finance Branch, Division for Management Services

The Global Programming System (GPS) is UNFPA’s electronic workplan management tool, part of UNFPA’s ERP system (Atlas). GPS II provides the functionality used by UNFPA Implementing Partners (IPs) to submit Funding Authorization and Certificate of Expenditure (FACE) form to request cash advances; report on their use; request the reimbursement of expenses; and make direct payments to vendors; for programme implementation purposes. GPS II is being launched in phases throughout 2017, by geographic region.

The incumbent is responsible for entering and activating agreements related to regular and co-financing contributions in the Atlas Contracts Module (CM), preparing correspondence for donors and providing inputs for documents relating to RMB work. He/she also acts as alternate to the RM Specialist in reviewing donor agreements
