Sexual and reproductive health and rights (SRHR) and gender-based violence (GBV) responses are fundamentally linked. Yet, global protection systems often function in silos, forcing survivors to navigate fragmented health, legal, and social services at their most vulnerable moments.
With generous funding from the Swiss Agency for Development and Cooperation and the Royal Norwegian Embassy, UNFPA and WHO are partnering to bridge this gap. This joint initiative strengthens national health and protection infrastructure, ensuring high-quality, survivor-centered SRHR and GBV services are fully integrated, accessible, and accountable—from policy design and public financing down to frontline service delivery.
The programme combines three mutually reinforcing areas of action: strengthening the quality of essential health and survivor-centred services; connecting health facilities, One-Stop Crisis Management Centres, safe houses, legal aid and community networks through effective referral pathways; and embedding stronger accountability, data and sustainable domestic financing across federal, provincial and local governments.
The ambition extends beyond improving individual services. It is to build a system that recognizes risks earlier, responds without delay and protects rights without discrimination, enabling women, adolescent girls and marginalized communities to exercise bodily autonomy, access the care and protection they need, and live free from violence.
